Title
Authorization to Hire a Police Officer Filling a Current Vacancy
Purpose/Background:
The purpose of this case is to request the City Council to hire a Police Officer, backfilling a current Police Officer vacancy that was created when a veteran Police Officer retired in March 2022.
An internal and external recruitment was conducted. Mr. Nolan Goebel met the necessary training and experience threshold and was invited to take part in the City's interview process, the physical agility fitness testing, and the "shoot/don't shoot" video scenario activity. Staff selected Mr. Nolan Goebel as a finalist to be advanced through the background testing. At this time, Chief Katers is recommending Mr. Nolan Goebel for the position of Police Officer with the City of Ramsey.
It may be of interest to the City Council that Mr. Goebel was previously employed with the City of Ramsey as a Community Service Officer. He left the City to work as a sworn officer with the Minnesota State Patrol and now would like to join our team again.
With the City Council's authorization, Mr. Goebel start date as a new Police Officer will be on or near July 13, 2022. Mr. Goebel, as with all new Police Officers, will serve a 1-year probationary period and will be subject to the City's Personnel Policy and the LELS Patrol Labor Agreement.

Notification:
All Police Officers are covered by the LELS - Patrol Labor Agreement.
Funding Source:
The funding required for this position is included in the 2022 budget and represents a saving over the previous employee in this role.
Recommendation:
Authorize staff to hire Mr. Nolan Goebel as a full-time Police Officer, effective on or near July 13, 2022 at $29.271 per hour which is step 1 of the 2022 wage scale.
Action:
Motion to hire Mr. Nolan Goebel as a full-time Police Officer, effective on or near July 13, 2022 at $29.271 per hour, which is step 1 of the 2022 wage scale.
