Title:
Authorization to Hire an IT Security Administrator
Purpose/Background:
The purpose of this case is to authorize hiring an IT Security Administrator.
This position was approved as part of the 2022 budget. Staff conducted an internal/external recruitment process which included first and second interviews. Mr. Devon Lucht was selected for the position and has passed the City's pre-employment testing. The City extended a contingent job offer which is contingent upon City Council approval. If hired, Mr. Lucht will be subject to a six-month probationary period and the personnel policy.
The primary objective of this non-union position may include, but is not limited to mitigating unauthorized access to data on City-managed networks through the planning, implementation, and administration of cybersecurity solutions and best practices. This position focuses heavily on network security and will work closely with all departments, LOGIS, and other affiliated entities to identify present security needs, as well as future ones. This position also supports the IT Department with day-to-day troubleshooting, monitoring, and training. This position is one of three IT Department employees and will provide back-up, mutually shared responsibilities, and cross-training one another.

Funding Source:
The funding for this position was included in the 2022 budget at $94,501; however, with a delayed start date of July 27 the 2022 funding is approximately $39,000.
Recommendation:
To hire Mr. Devon Lucht as a full-time IT Security Administrator, effective on or near July 27, 2022, at $33.982 per hour, which is step 1 of the 2022 wage scale.
