Purpose/Background:
The purpose of this case is to update the Public Works Committee on current and proposed City, County and MnDOT improvement projects and studies, and on other items of interest to the Committee.

City Improvement Projects
  • 161st Avenue Reconstruction (IP #23-01)
    • Staff explored trail alignment options to avoid trees north of 161st Avenue
    • Council to consider authorizing plans and specs July/August
    • Central Park parking lot improvements will be constructed separately  
  • Sunwood Drive & Waco Street Reconstructions (IP #22-01)
    • Contract awarded to Novco, Inc. May 24, 2022
    • Preconstruction meeting scheduled for July 21st
  • Autumn Heights Street Reconstructions (IP #22-02)
    • Council approved plans and authorized bids June 28, 2022
    • Bid opening scheduled for August 3rd
  • 2022 Neighborhood Street Overlay Improvements (IP #22-04)
    • Contract awarded to North Valley, Inc. May 10, 2022
    • Construction in progress
  • Riverdale Drive Trunk Utility Improvements (IP #22-05)
    • Construction of sanitary sewer lift station in progress
    • Substantial completion anticipated August 2022
  • Wood Pond Hills 2nd, 3rd, 4th, 5th Street Reconstructions (IP #22-06)
    • Contract awarded to North Valley, Inc. May 10, 2022
    • Construction in progress
  • 2022 Pavement Rejuvenation Improvements (IP #22-09)
    • Construction proposed for July 19th through 21st
  • 2022 MSA Pavement Striping Improvements (IP #22-13)
    • Plans are being prepared in-house
    • Council to consider awarding a construction contract August 9th
  • 15410 Argon Street Drainage Improvements (IP #22-14)
    • PWC denied authorizing plans and specifications June 21st
    • Staff met with 3 different property owners on site June 23rd
    • Staff proposes to collect survey data on three properties in July/August
    • PWC to consider drainage improvement options August 16th
  • Highway 47 Sound Wall north of Xkimo Street (IP #22-17)
    • PWC received request from Xkimo Court residents October 19, 2021
    • PWC last reviewed costs and options May 17th
    • PWC to consider updated costs and options August/September
  • WTP Trunk Watermain Improvements (#21-08)
    • First bids rejected January 25, 2022
    • Plans are being revised to minimize project costs without sacrificing quality, and to include WTP commissioning improvements (well-house valves, etc.).
    • Council to consider revised contract with SEH, Inc. July/August 2022
    • Council to consider re-bidding revised plans September 2022
    • May 2024 completion deadline
  • Centralized Water Treatment Plant (#21-09)
    • AE2S preparing plans, handling construction administration
    • 100-percent plans under review by Staff
    • Council to consider approving plans and authorizing bids July 26th
    • Project completion proposed June 2024 (< 2-year construction schedule)
  • Fire Station No. 1 Parking Lot Improvements (#21-10)
    • Construction complete
  • Ramsey Gateway Highway 10 Improvements (IP #20-11)
    • Final design and property acquisitions in progress
    • Bolton & Menk preparing plans and specifications
    • 60-percent plans under review by Staff
    • Construction anticipated Fall 2023 through early 2026 (2024/25 majority)
    • Council considering potential City-led project to advance construct Riverdale Drive east of Sunfish Lake Boulevard in by Fall 2023
  • Riverdale Drive Extension – Llama Street to Bowers Drive (IP #20-05)
    • Plans signed by MnDOT State Aid
    • Council approved plans and authorized ads for bids June 28th
    • Council to accept bids and award construction contract August 9th
    • Substantial completion proposed by October 2022
  • Wetland 114P Outlet Control Improvements (#19-07)
    • Requested by Minnesota DNR
    • Staff is preparing plans, including boardwalk reconstruction
    • Construction proposed for 2023
 
City of Anoka Improvement Projects  
Anoka County Improvement Projects
  • Roundabout at Armstrong Boulevard/CSAH 83 and Alpine Drive (IP #23-03)
    • Anoka County received $1.35M in HSIP funds (est. project cost $1.5M)
    • Council approved JPA May 24th with City cost share = $28,667.64
    • Construction proposed for 2023, pending final City & County approvals
 
MnDOT Improvement Projects  
Studies & Items of Interest
  • 5805 148th Lane NW
    • No updates.  Property owners are content as is.
  • CSAH 5/Nowthen Boulevard Corridor Study
    • Final report will be reviewed with PWC in September 2022
  • Elk River Highway 10 Corridor Study

Staff estimates up to 20 minutes will be needed for updates and discussion.
