Title:

Discuss 2022 Game Fair Invoice

Purpose/Background:

Armstrong Kennels hosts an annual event known as Game Fair.  This event has become a staple event for the business, and the event generates a large amount of vehicle and pedestrian traffic over two separate weekends in August.  Due to this, the City has provided assistance for the event. 

Public Works staff hauls picnic tables and extra trash receptacles to Central Park for the use and benefit to the Lions Club.  Central Park is an alternate parking location for Game Fair visitors and the Lions staff the area during the event.  Public Works also provides signage for traffic control and street sweeping around the event location.

Ramsey Police provides Officer coverage at two Officers per day for nine hours each and six total days.  If Ramsey Police did not provide coverage, Game Fair would be expected to hire a private company to provide the same coverage.

In total for 2022, the Police Department provided a total 108 labor hours and Public Works/Parks Department provided 46 labor hours and eight hours for both a street sweeper and tandem dump truck.  The City invoiced Game Fair for only the Police Department coverage for a total of $11,016 and received payment from Game Fair for $5,508.

The reduced payment on behalf of Game Fair followed past practice where the City would waive half of the invoice in exchange for a City Booth at the event.  Historically the City would staff a booth at the event with a main objective of promoting the development of the COR.  The last couple of years the City did not have a booth, and when the offer was presented for a booth this year we did not have the staff availability to have representatives at the booth the entire time (Friday-Sunday for two weekends). 

Because the past practice of fee waiver was initiated under different representatives on City Council and Administration.  Current Administration is seeking guidance whether this practice is supported to continue.
