Title:

Receive Updates on Improvement Projects, Studies and Items of Interest

Purpose/Background:

The purpose of this case is to update the Public Works Committee on current and proposed City, County and MnDOT improvement projects and studies, and on other items of interest to the Committee.

City Improvement Projects
  • 161st Avenue Reconstruction (IP #23-01)
    • Staff is preparing plans and specifications
    • Coordinating design and plans with PACT Charter school
    • 2023 construction proposed
    • Staff proposes to construct Central Park parking lot improvements separately  
  • 167th Avenue Reconstruction (IP #23-04)
    • Staff is preparing plans and specifications
    • Evaluating regional trail alignment and crossings
    • 2023 construction proposed
  • Sunwood Drive & Waco Street Reconstructions (IP #22-01)
    • Construction in progress
    • Construction must be complete by September 30th
  • Autumn Heights Street Reconstructions (IP #22-02)
    • Preconstruction meeting was conducted September 16th
    • Substantial completion is required by October 31st
  • 2022 Neighborhood Street Overlay Improvements (IP #22-04)
    • Construction in progress
    • Construction must be complete by September 30th
  • Riverdale Drive Trunk Utility Improvements (IP #22-05)
    • Construction in progress
    • Sanitary sewer lift station almost complete
  • Wood Pond Hills 2nd, 3rd, 4th, 5th Street Reconstructions (IP #22-06)
    • Construction in progress
    • Construction must be complete by September 30th
  • 2022 MSA Pavement Striping Improvements (IP #22-13)
    • Construction in progress
  • 15410 Argon Street Drainage Improvements (IP #22-14)
    • Staff plans to present proposals to City Council October 11th
  • Highway 47 Sound Wall north of Xkimo Street (IP #22-17)
    • Staff plans to request PWC action in October/November
  • WTP Trunk Watermain Improvements (#21-08)
    • Plans are being revised to minimize project costs and to include WTP commissioning improvements (well-house valves, etc.).
    • Staff will request Council authorization to advertise bids when material prices decline
  • Centralized Water Treatment Plant (#21-09)
    • 100-percent plans are complete
    • Staff will request Council authorization to advertise bids when material prices decline
  • Ramsey Gateway Highway 10 Improvements (IP #20-11)
    • Final design / property acquisitions underway
    • Bolton & Menk preparing 95-percent plans and specifications
    • Construction anticipated Fall 2023 through early 2026 (2024 - 2025 majority)
  • Riverdale Drive Extension – Llama Street to Bowers Drive (IP #20-05)
    • Substantial completion proposed September 30th
    • Final completion proposed October 31st
  • Wetland 114P Outlet Control Improvements (#19-07)
    • Requested by Minnesota DNR
    • Staff is preparing plans, including boardwalk reconstruction
    • Construction proposed for winter 2022/2023
 
City of Anoka Improvement Projects  
Anoka County Improvement Projects
  • Roundabout at Armstrong Boulevard/CSAH 83 and Alpine Drive (IP #23-03)
    • Anoka County received $1.35M in HSIP funds (est. project cost $1.5M)
    • Council approved JPA May 24th with City cost share = $28,667.64
    • Construction proposed for 2023, pending final City & County approvals
 
MnDOT Improvement Projects  
Studies & Items of Interest
  • 5805 148th Lane NW
    • No updates.  Property owners are content as is.
  • Sunfish Lake Sedimentation Basin Improvements
    • Property owner is still interested in pursuing their request.
    • Staff will delineate rear property line this Fall as time allows.
    • Staff anticipates presenting an update to the PWC this Fall.
  • Update on Boulevard Trees for Sunwood Drive (Mark Riverblood)
  • Emerald Ash Borer Impacts within the City (Mark Riverblood)
  • Update on PMP project revisions in 2023 - 2032 Capital Improvement Plan
  • CSAH 5 / Nowthen Boulevard Corridor Study
    • Final report will be reviewed with PWC in Fall 2022
  • Elk River Highway 10 Corridor Study

    • Open House - Thursday, September 22nd, 3:30 – 7 PM, Elk River City Hall
    • Final report will be reviewed with PWC when complete (Fall 2022?)

Staff estimates up to 45 minutes will be needed for updates and discussion.
