Title:
Development Costs Study Follow Up
Background:
As part of the Ramsey City Council's 2011 strategic goals, "Reviewing development fees and standards regarding construction" was identified as a council priority.
In late April 2011, the City of Ramsey initiated a “Development Costs Study” with 10 municipalities. Results of the development costs study were presented to the Ramsey City Council on August 23, 2011.
From the August 23 meeting, staff received direction to further investigate multiple items regarding both the development costs study and development fees charged by the City of Ramsey.
The purpose of this case is to respond to those inquires made by the City Council in the August 23 meeting.
Observations:
The following six items are the council inquiries from the August 23 meeting. The attached document (Council Inquiries) contains responses from city staff to the said inquiries. Note: a number of the staff responses to the council inquiries required individual attachments; which, are noted within the "Council Inquiries" document.
1. Contact the LMC and Metro Cities, do they do a study?
2. Comprehensive Sewer and Water Study, what are the costs / timeliness / benefits?
3. Follow up on erosion control: what are the laws and regulations?
4. Development Fee Chart: City staff would like to further develop a breakdown of development and building fees into a concise document
5. City staff would like to identify a list of existing development fees / charges that could be considered for either reduction or elimination
6. Developer Open House / Survey / Focus Group

(1) Consider adopting the proposed changes in development fees/charges
(2) Direct staff to request bids for both a comprehensive sewer and water system study
(3) Set the Developer Open House Meeting for Tuesday December 6th from 11am-1pm
