Title:
Introduce Ordinance #22-28: 2023 Schedule of Rates, Fees and Charges
Purpose/Background:
The city annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for such items as building construction, business licenses, utility rates and planning and zoning.
A listing of the schedule of rates, fees and charges is attached. Changes are noted on the far right column of the schedule. The majority of the changes from 2022 to 2023 are reflected in the planning and zoning section with several applications being replaced with a single Land Use Application and increasing developer related escrows to more accurately cover city costs. This section also included an increase in Park Dedication Fees & Trail fees that were brought forward to the Park & Rec Commission on 10-13-22 and recommended for approval.
Facility use Fees are also increasing to reflect increased staff costs.For example, football field maintenance costs will increase from $47.00/week to $75.00/week.
Increases in utility related charges will be only on those related to development: Connection/Trunk & lateral benefit charges on Water, Sewer and Storm Drainage. The increases will be 3.3% which is based on the national/local construction cost index of June 2022. Water meters for new development have been adjusted to reflect the increases in purchase price.
Quarterly utility billing charges related to water and sewer will be brought back to the City Council in 2023 when the proposed water treatment plant construction bids will be known.

Notification:
The Schedule of Rates, Fees and Charges are adopted annually by ordinance. A public hearing on the ordinance is normally held in November to allow the thirty-day waiting period and have the rates become effective January 1, 2023.
Time Frame/Observations/Alternatives:
1. Accept the rates as proposed.
