Title:
PUBLIC HEARING - Adopt Ordinance #22-28 Adopting the 2023 Schedule of Rates, Fees, and Charges
Purpose/Background:
The city annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for such items as building construction, business licenses, utility rates and planning and zoning.
A listing of the schedule of rates, fees and charges is attached. Changes are noted on the far right column of the schedule. The majority of the changes from 2022 to 2023 are reflected in the Planning and Zoning Section.
The plan is to bring back rate adjustments for water and sewer usage in the spring of 2023 after the proposed water treatment plant construction bids have been received. Rate adjustments for these accounts would need to be adopted by March 14, 2023 to be effective for the first quarter utility billing on April 25, 2023.

Notification:
The 2023 proposed changes were presented and reviewed at the City Council worksessions of October 25 and November 7, 2022. This ordinance was introduced ty the City Council at their regular meeting of November 7, 2022.

Time Frame/Observations/Alternatives:
1. Accept the 2023 Fee Schedule as proposed.
2. Hold all rates constant with 2022 rates.
3. Recommend changes that arise from input at the public hearing.

Recommendation:
Staff recommends Option #1 and to adopt Ordinance #22-28 - 2023 Schedule of Rates, Fees and Charges.
Outcome/Action:
Motion to waive the City Charter requirement that the Ordinance be read aloud and adopt Ordinance #22-28 adopting the 2023 Schedule of Rates, Fees and Charges.
