Title
Adopt Resolution #23-045 to Approve the Municipal Center Conference Room Rental Policy
Purpose/Background:
The purpose of this case is for the City Council to consider adopting the Municipal Center Conference Room Rental Policy.
As discussed in the last work session, the new Municipal Center Conference Room Rental Policy includes the following changes when compared to the previous Facility Use and Rental Policy:
Revised rates, including changing from a flat fee structure to charging hourly with a two-hour minimum rental and half-hour increments thereafter
A streamlined rate structure as it relates to types of renters
Addition of student study groups
Addition of the Mississippi River Room
Addition of language related to Public Forums
Exclusion of Conference Rooms use for banquet purposes
New stand-alone City Hall Conference Room Rental Policy, excluding Parks Facility Rental
Implementation: New Fees will be effective April 1, 2023 for any 2023 reservations already scheduled and paid for through March 31, 2023; and all other reservations will incur the newly updated rates, March 1, 2023. The difference in fee effective dates is to recognize some renters have booked dates throughout the year. With the adjusted dates, renters who have rebooked would have time to pay the difference or find another venue. Furthermore, it would allow for any cancelation to be filled with a new renter at the updated rate.

A red-line marked-up copy is attached in order to demonstrate changes to content; however, much of the policy language has been moved around within the new document to allow for better readability. An unmarked-up draft is included for ease of reading.
