Adopt Resolution #23-047 Approving Addendum to Geotechnical Report for Improvement Project #23-05, Barthel’s Rum River Acres 2nd Addition Street Reconstructions
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #23-047 approving addendum to Geotechnical Report for Improvement Project #23-05, Barthel’s Rum River Acres 2nd Addition Street Reconstructions.
Background:
Geotechnical Reports inform Staff of subsoil conditions, which is essential when designing the pavement section for the reconstructed streets. Also included are groundwater elevations and support capabilities of the soils for utilities and trenches, as well as associated backfilling recommendations.
On August 23, 2022, the City Council awarded a contract to Haugo Geotechnical Services in the amount of $9,235.00 to prepare a geotechnical report for Improvement Project #23-05, Barthel’s Rum River Acres 2nd Addition Street Reconstructions, including 13 soil borings and pavement cores.
On December 13, 2022, the City Council ordered the City Engineer to prepare plans and specifications for said improvements. While preparing plans and specifications the City Engineer determined that 12 additional soil borings and pavement cores would be needed to accurately evaluate pavement, subgrade soil and groundwater conditions throughout the project area to ensure that the plans addressed necessary subgrade corrections. A quote was secured from Haugo Geotechnical Services in the amount of $7,640.00 to collect 12 additional soil borings and pavement cores and to prepare an addendum to the previously completed geotechnical report.
Haugo Geotechnical Services anticipates completing this work by the end of the first week of March, which will allow Staff to complete design work for said improvements in time to advertise bids in late March.
The attached quote includes the following additional services fees. Staff will work with Haugo to avoid such fees as much as practical. If such fees are necessary they will be paid as indirect project costs.

- Structurally unfavorable soil conditions including but not limited to loose fill and/or organic materials could be encountered in the soil borings and extend beyond the anticipated test depths. Additional drilling to extend the soil borings will be invoiced at $20 per lineal feet of drilling.
- If deeper borings are required the borings may need to be sealed in accordance with Minnesota Department of Health requirements. We will charge $4 per lineal foot to seal the borings, if required.
- Snow Removal, if required, will be invoiced at $175 per hour.
- In the event that the site is not ready when our crew arrives, we will charge $250 per hour of stand-by time.
- If any private utilities are present on site, we expect you to locate them in advance or notify us and we will have located at an additional cost.
Notification:
Notifications are not required for this case.
Funding Source:
This work is proposed to be funded through the Pavement Management Fund.
Recommendation:
Staff recommends adopting Resolution #23-047 to prevent delaying advertisements for bids for Improvement Project #23-05, Barthel’s Rum River Acres 2nd Addition Street Reconstructions.
