Title
Adopt Resolution #23-052 Accepting Municipal Utility Testing Proposals for Hy-10 Ramsey Street Reconstruction, Improvement Project #23-12
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #23-052 accepting municipal utility testing proposals for Hy-10 Ramsey Street Reconstruction, Improvement Project #23-12.
Background:
On November 25, 2022, the Ramsey City Council adopted Resolution #21-349, authorizing funding and ordering engineering services for West Armstrong Redevelopment Area (Plans, Specs and Feasibility Update). Testing of existing municipal utilities, which includes sanitary sewer, storm sewer, and watermain, is standard practice when designing street reconstruction projects because newly paved streets in Ramsey are anticipated to have a 60-year life span, assuming proactive maintenance. Identifying damaged or failing municipal utilities under streets before they are reconstructed allows the required repair or replacement work to be completed as part of the street reconstruction project, before the new pavement is placed, preventing costly pavement repairs after the fact.
Utilities testing consists of first cleaning the pipe with a water jetter, then using a camera to televise the inside of sewer pipes (sanitary and storm). Sound enhancing equipment is used to listen for leaks in watermain between hydrants and valves. Staff does not have the equipment needed to complete this work in-house, Public Works Staff does not have the staff hours to clean the sewer pipes in advance of being televised.
Pipe Televising Quotes – Sanitary and Storm Sewer
Televising sewer pipes informs Staff of the conditions of the pipes, and locates existing damage, if present. This allows Staff to include the required repair or replacement work for any damaged pipes into the street reconstruction plans, which is more cost effective than doing repairs as standalone projects, or as change orders during the reconstruction project.
Staff requested proposals from four contractors known to perform this work. Proposals were received from two of the contractors, which are tabulated below.
Visu-Swer, Inc. submitted the lowest responsible quotes, based on the submitted quotes, Staff recommends accepting the proposals for Hy-10 televising from Visu-Sewer, Inc.
The Contractor is required to complete their work by Friday, April 14, 2023.
Leak Testing Quotes – Watermain
Leak testing watermain informs Staff of any leaks in the municipal watermain system within the project area. For the same reasons noted earlier, if a leak is discovered the repair work will be completed as part of the reconstruction project.
Staff requested proposals from the two contractors known to perform this work. A proposals for the project was received from only one of the contractors, which is tabulated below.
Water Conservation Services, Inc. submitted the lone quote, which in Staff’s opinion is a responsible and reasonable quote. Based on the submitted quote, Staff recommends accepting the proposal for Hy-10 Ramsey water leak testing from Water Conservation Services, Inc.
The Contractor is required to complete their work by April 14, 2023.

Observations/Alternatives:
Motion to adopt Resolution #23-052 accepting municipal utility testing proposals for Hy-10 Ramsey Street Reconstruction, Improvement Project #23-12.
Funding Source:
Funding for this work is proposed to come from the respective utility enterprise (Sewer, Stormwater Utility and Water) funds. If any utility repair or replacement work is required as a result of the testing, said work would be completed as part of the street reconstruction project and would be funded through the respective utility funds.
Recommendation:
Staff recommends adopting Resolution #23-052 accepting municipal utility testing proposals for Hy-10 Ramsey Street Reconstruction, Improvement Project #23-12.
