Title:
Adopt Resolution #23-066 Appointing and Re-appointing Board and Commission Members
Purpose/Background:
The purpose of this case is to appoint and re-appoint members to the City's Boards and Commissions.
The City Council is responsible for appointing board and commission members to the Economic Development Authority (EDA), the Environmental Policy Board (EPB), the Park and Recreation Commission and the Planning Commission. It should be noted that the Mayor, per Minnesota Statute 469.095 has authority over the EDA appointment with approval of the City Council.
Staff conducted the annual boards and commissions recruitment process for terms beginning April 1, 2023. Vacancies were advertised in the Ramsey Resident, the Anoka County Union, on the City’s website, on QCTV, on the City’s Facebook, and via the City's email notification system.
Board or commission members with terms set to expire on March 31, 2023, were contacted and asked if they desired reappointment or not. If yes, each member was considered by the City Council as per the attached policy.
The City Council was in agreement to re-appoint the following incumbent members to new terms beginning April 1, 2023.

- Brittany Lindahl to the Economic Development Authority for a 6-year full term
- Jessica Vikander to the Environmental Policy Board for a 2-year partial term
- Hassan Salami to the Environmental Policy Board for a 1-year partial term
- Thomas Hagerty to the Environmental Policy Board for a 1-year partial term
- Todd Arts to the Park and Recreation Commission for a 4-year full term (previously on the E.P.B.)
- Ryan Heineman to the Planning Commission for a 4-year full term (previously on the E.D.A. and City Council)
Funding Source:
Funding for the City's boards and commissions is included in the 2023 General Fund Budget; therefore, there are no additional budgetary implications associated with making the recommended appointments.
Recommendation:
1) To Re-appoint the following members, effective April 1, 2023
-Reid Bernard to the Environmental Policy Board for a 4-year full term
-Brandon Sis to the Park and Recreation Commission for a 4-year full term
-Nathan Barten to the Park and Recreation commission for a full 4-year term
-Eric Peters to the Planning Commission for a 4-year full term; and
2) Appoint the following new members, effective April 1, 2023-Brandon Sis to the Park and Recreation Commission for a 4-year full term
-Nathan Barten to the Park and Recreation commission for a full 4-year term
-Eric Peters to the Planning Commission for a 4-year full term; and
-Brittany Lindahl to the Economic Development Authority for a 6-year full term
-Jessica Vikander to the Environmental Policy Board for a 2-year partial term
-Hassan Salami to the Environmental Policy Board for a 1-year partial term
-Thomas Hagerty to the Environmental Policy Board for a 1-year partial term
-Todd Arts to the Park and Recreation Commission for a full 4-year term
-Ryan Heineman to the Planning Commission for a full 4-year term

Motion to adopt resolution #23-066 to:
