Adopt Resolution #23-084 Accepting Bids and Awarding Contract for 2023 Neighborhood Pavement Overlay Improvements, Improvement Project #23-07

Purpose:
The purpose of this case is to adopt Resolution #23-084 accepting bids and awarding contract for 2023 Neighborhood Pavement Overlay Improvements, Improvement Project #23-07.
 
Background:
City Improvement Project #23-07 proposes to overlay the streets within the Alpine Meadows, Highlands at River Park, Highlands at River Park 2^nd, Highlands at River Park 3^rd, and Highlands at River Park 4^th subdivisions. The streets total approximately 9,658 lineal feet (1.83 miles) in length, and are 32-feet wide urban sections. A street segment summary is attached to this case for reference.
 
Project History

• 2023 – 2032 Capital Improvement Program – listed as street overlay for 2023
• Resolution #22-250, adopted November 7, 2022; City Council awarded a proposal to Bolton & Menk, Inc. for topographic survey of the project area.
• November 15, 2022; Public Works Committee gave recommendation for City Council authorization to prepare plans and specifications for the improvement project.
• Resolution #22-288; City Council ordered the City Engineer to prepare plans and specifications for the improvement project.

 
Pavement History
The streets within the subdivisions were built between 2002 and 2004. Pavement maintenance has included 2 crack seal / seal coat improvements, Alpine Meadows received an additional crack seal improvement. 2021 PASER values were between 6 and 8 for the street segments. Ground Penetrating Radar (GPR) was performed on some of the street segments within the project area, and are summarized in the street segment summary.
 
Proposed Improvements
Based on Staff review of the existing pavement sections, and condition of the existing pavements, a mill and overlay of the existing pavement is appropriate. The proposed mill and overlay will very between 1 and 2 inches thick dependent upon the existing pavement thicknesses.
 
Staff review found the existing pedestrian ramps within the project area did not meet current ADA requirements, therefore all pedestrian ramps within the project area will need to be removed and replaced. The concrete curb and gutter in the project area were found to generally be in good condition, and only spot repairs are proposed.
 
Minor repairs to the existing storm sewer structures are proposed with this project, the majority of which are grouting the existing adjustment rings and pipe inverts. Some storm sewers catch basins will require resetting due to settling.
 
Alpine Drive Maintenance Repairs
During Staff review of City streets as part of the 2023 Temporary Pavement Repairs Plan, it was noted the segment of Alpine Drive between Trunk Highway 47 and Roanoke Street has several stretches with severe potholes, across the width of the drive aisles. The current CIP has this stretch of Alpine Drive slated for street reconstruction in 2030; however, Staff’s opinion is that maintaining the street with only pot hole patching until 2030 is not realistic. Therefore, this project includes a 2-inch mill and overlay of the several pot hole areas, within the drive aisles, of Alpine Drive between Trunk Highway 47 and Roanoke Street. By overlaying the drive aisles, Staff feels they temporarily increase the drivability of Alpine Drive, and maintain the street until it’s proposed street reconstruction in 2030. Because the Highlands at River Park subdivision is adjacent to this segment of Alpine Drive, mobilization costs will not be increased with this addition. The estimated project costs for the Alpine Drive improvements, including 14-percent indirect costs is $45,521.12. These are proposed to be paid through the budgeted funds for the temporary pavement repairs plan.
 
Build Process

The proposed improvements are designated as City Improvement #23-07, 2023 Neighborhood Pavement Overlay Improvements.

If Council accepts the bids and awards a contract for construction of the improvements, letters will be mailed to property owners with updates on the project status. Funding for this improvement is proposed to come from Pavement Management Funds, 2023 Temporary Pavement Repairs Funds and Stormwater Utility Funds.
 
Bids were advertised in the Anoka Union Herald and in Finance and Commerce on March 31 and April 7, 2023. On April 21, 2023, a total of four (4) bids were received, opened, and tabulated, and the following bids were found to comply with the advertisement for bids.

The bid of North Valley, Inc. of Nowthen, Minnesota, in the amount of $536,886.89 for the total bid construction of said improvements in accordance with the approved plans and specifications and advertisement for bids, is the lowest responsible bidder. Adding indirect costs in the amount of 14-percent brings the total project costs to $612,051.05.
 
The low bid is 18-percent less than the engineer’s estimate, primarily due to lower than anticipated bituminous costs.

Bolton & Menk submitted a proposal for construction staking of the proposed improvements, including the ADA compliant pedestrian ramps, for a total not-to-exceed amount of $2,666.00. The construction staking is included in the indirect project costs, and proposed to be paid with Pavement Management funds.
 
City Staff proposes to administer and inspect construction. Plans and specifications were prepared in-house as part of Staff’s normal duties.
