Adopt Resolution #23-130 Accepting Proposals for Topographic Surveys for 2024 Pavement Management Program Projects
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #23-130 accepting proposals for topographic surveys for 2024 pavement management program projects.
Background:
On March 28, 2023 the Ramsey City Council adopted Resolution #23-062, ordering Staff to request proposals for topographic surveys for 2024 Pavement Management Program (PMP) projects. In addition to 2024 PMP projects, City Council discussion included adding Fox Ridge Estates 1st and 2nd Street Reconstruction to the list of projects to receive proposals. Fox Ridge Estates 1st and 2nd is proposed in the current 2023 – 2032 Capital Improvement Program (CIP) as a 2025 street reconstruction. Obtaining topographic surveys does not move the improvement up to 2024, but will allow City Staff to begin working on plans and specifications once 2024 improvement designs are complete. Because of the size of the Fox Ridge Estates 1st and 2nd subdivision, receiving the topographic survey in the fall of 2023 is appropriate to allow Staff an early start on design, which would otherwise wait until late spring of 2024.
Staff will use the materials as design aids for the improvement projects. Topographic surveys are essential to locate all existing site features and to create an existing ground surface, used as the base for designing the project.
Bolton & Menk submitted the lowest responsible quotes. Based on the submitted quotes, Staff recommends accepting the proposals for all five topographic surveys from Bolton & Menk.
Bolton & Menk is required to complete their work between July 14 and September 1, 2023, based upon the schedule in the Request for Proposal.

Staff will be bringing proposals for engineering design services for the remaining 2024 street reconstruction projects to a future meeting.
