Title
Adopt Resolution #23-129 Accepting Geotechnical Proposals for 2024 Pavement Management Program Projects
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #23-129 accepting geotechnical proposals for 2024 Pavement Management Program projects.
Background:
Geotechnical Reports inform Staff of subsoil conditions, which is essential when designing the pavement section for the reconstructed streets. Also included are groundwater elevations and support capabilities of the soils for utilities and trenches, as well as associated backfilling recommendations.
Staff sent request for proposals to five (5) firms, the five (5) quotes received are shown below.
Chosen Valley Testing submitted the lowest responsible quote for Improvement Project #24-02 Halls Dover Acres Street Reconstruction. Staff recommends accepting the proposal for Improvement Project #24-02 geotechnical report from Chosen Valley Testing.
Chosen Valley is required to complete their work by August 25, 2023, which will allow Staff to complete design work for this proposed improvement in time for winter bidding.
Independent Testing Technologies submitted the lowest responsible quote for; Improvement Project #24-01 Barthel’s Rum Rive Acres and White Pines Estates Street Reconstructions, Improvement Project #24-11 Alpine Drive MSA (Puma Street to CSAH 83) Reconstruction Improvement Project #24-12 Juniper Woods 1st – 3rd Street Reconstructions, and Improvement Project #24-13 Fox Ridge Estates 1st & 2nd Street Reconstructions. Staff recommends accepting the proposals for Improvement Projects #24-01, #24-11, #24-12, and #24-13 geotechnical reports from Independent Testing Technologies.
Independent Testing Technologies is required to complete their work on Improvement Project #24-01 by July 28, 2023. The work on Improvement Projects #24-11, #24-12, and #24-13 is required to be complete by August 25, 2023. This will allow Staff to complete design work for these improvements in time for winter bidding.

If awarded, Staff will send notification letters out to impacted residents to inform them of the geotechnical soil boring crews working in their neighborhood.

Staff will be bringing additional geotechnical report proposals for the remaining 2024 street reconstruction projects to a future meeting. Additionally, Fox Ridge Estates 1st & 2nd is proposed in the current 2023 – 2032 Capital Improvement Program as a 2025 street reconstruction. Obtaining geotechnical reports does not move the improvement up to 2024, but will allow City Staff to begin working on plans and specifications once 2024 improvement designs are complete.
