Title
Authorization to Hire a Police Officer Filling an Upcoming Vacancy in the Patrol Division
Purpose/Background:
The purpose of this case is to request the City Council to hire a Police Officer, filling a position that will be vacant when Police Officer Cheryl Hassel retires later this month.
Human Resources conducted an internal and external recruitment. Ms. Akaylia Cain met the necessary training and experience threshold and was invited to take part in the City's interview process, the physical agility fitness testing and the "shoot/don't shoot" video scenario activity. The staff selected Ms. Cain as a finalist to be advanced through the pre-employment background testing. At this time, Chief Katers is recommending Ms. Cain for the position of Police Officer with the City of Ramsey.
With the City Council's authorization, Ms. Cain will start as the City's newest Police Officer on or near October 30, 2023. Ms. Cain, as with all new Police Officers, will serve a 1-year probationary period and will be subject to the City's Personnel Policy and the LELS Patrol Labor Agreement.
Note: Since April 2022, staff have been recruiting to fill vacant Police Officer positions. With approval to hire Ms. Cain, staff will have backfilled six Police Officer positions, bringing the Police Department to full capacity based on the number of authorized personnel.

Funding Source:
The funding required for this position is included in the 2023 budget and represents a saving over the previous employee in this role.
Recommendation:
To hire Ms. Akaylia Cain as full-time Police Officer, effective on or near October 30, 2023 at $32.460 per hour, which is step 1 of the 2023 wage scale.
