Provide Staff Direction On Animal Regulations and Derek Trout Rooster Appeal.

At the November 28, 2023, City Council meeting, City Council heard a settlement hearing for an animal violation of Chapter 10 for the keeping of a rooster on property less than 2.5 acres in size, located at 6025 177th Ln NW, Ramsey, MN. The purpose of the hearing was to determine if City Code was applied accurately.  After much discussion of the appeal, there was some desire by the City Council to revisit Chapter 10 Animals for a possible amendment.  The settlement hearing was tabled indefinitely.

Staff is looking for direction in terms of a potential amendment; there are 3 scenarios:

1. Revisit the ordinance to amend acreage requirements for the keeping of roosters, which will be a simple process and may involve a couple City Council work sessions;
2. Revisit the ordinance to amend the entire ordinance, which will take staff some time to complete. This will involve numerous City Council work sessions; or
3. Do not revisit the ordinance and bring the appeal to the next regularly scheduled City Council meeting for a motion.

If the City Council directs staff to amend Chapter 10, the item will be discussed at future City Council work sessions to begin the amendment process.
