Title

Adopt Resolution #24-027 Providing Support for Clinical Research and Treatment Facility for IDTS

Purpose/Background:

IDTS Medical, Inc.(IDTS) has asked the City of Ramsey to support the development of a clinical research and treatment facility for respiratory health on the second floor of the VA building in the City of Ramsey.  In addition to general project support for the project, IDTS has also asked the City to support their efforts to acquire funding from the State of Minnesota or other viable sources to help fund this project.  These efforts will include the drafting of special legislation for the project for the legislature to consider.  To date, IDTS has built-out about 9,000 SF of the second floor of the VA for its current facility.  This new project could likely help facilitate the remaining 11,000 square feet of the second floor of the VA to be built out at a future date for complimentary services.  The long-term vision would be to build a hospital adjacent to the VA that specializes in respiratory care with a model similar to St. Jude's. Mario Nozzarella, President and CEO of IDTS, presented information included in the attached resolution on the proposed project at the City Council Work Session on January 9, 2024. The consensus of Councilmembers present at the Work Session, was to support the efforts of IDTS and to consider approving a resolution of support.

Observations/Alternatives:

City Council consensus at the January 9, 2024, Work Session was to support IDTS in their efforts to secure funding for the clinical research and treatment facility in Ramsey. Resolution #24-027 summarizes the Council consensus and does not bind the City to accepting any funds that could be granted to the project as a pass through the City of Ramsey. Further action, likely in the form of another resolution, would be needed at a later date to accept any funds on behalf of this proposed project.  IDTS has started working with legislators on draft legislation and these legislators have suggested a Resolution of Support (#24-027) be submitted with any legislative request/bill for the project. Providing a letter of support would not carry as much clout as a resolution would.

2) Adoption of Resolution #24-027 Providing Support for Clinical Research and Treatment Facility for IDTS (with changes)

Funding Source:

This action is covered under normal staff duties. Staff does not anticipate much time to be put toward this effort.  

Recommendation:

 Based on discussions at the City Council Work Session on January 9, 2024, and that consensus, staff recommends Adoption of Resolution #24-027 Providing Support for Clinical Research and Treatment Facility for IDTS (as presented)
