Adopt Resolution #24-076 Accepting Bids and Awarding Contract for MSA Alpine Drive Reconstruction, Improvement Project #24-11
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #24-076 accepting bids and awarding a contract for MSA Alpine Drive Reconstruction, Improvement Project #24-11.
Background:
The 2024 – 2033 Capital Improvement Program (CIP) identifies Alpine Drive between Puma Street and Armstrong Boulevard (CSAH 83) for street reconstruction in 2024. Additionally, the CIP identifies extension of trunk watermain between Armstrong Boulevard and Puma Street to complete a critical watermain loop.
Existing Conditions
Alpine Drive is a 32-foot wide urban section with concrete curb and gutter, totaling 3,600 lineal feet (0.68 miles) in length. Most recent traffic counts indicate 2,050 average daily vehicles on the proposed segment.
The existing pavement section is approximately 4.8-inches bituminous over 4.2-inches aggregate base, for an average total section thickness of 9.0-inches.
Sanitary sewer, watermain, and storm sewer do not exist in the project area. Trunk watermain is located at both ends of the project, which is proposed to be connected with these improvements. Storm sewer runoff goes from the existing curb and gutter to the adjacent subdivisions, which are rural section with drainage swales. The drainage swales carry runoff to existing low areas, within drainage and utility easements. No upgrades to storm sewer, or changing of the drainage patterns is proposed with this project.
An existing bituminous trail runs along the north side of Alpine Drive throughout the project area. Improvements to the trail are generally not proposed, however minor upgrades to 3 of the existing pedestrian ramps will occur.
Project History
On June 13, 2023, the Ramsey City Council adopted Resolution #23-130, accepting and awarding a proposal to Bolton & Menk, Inc. for topographic survey of the project area.
On June 27, 2023, the Ramsey City Council adopted Resolution #23-129, accepting and awarding a proposal to Independent Testing Technologies Inc. for a geotechnical report of the project area.
On August 22, 2023, the Ramsey City Council adopted Resolution #23-201, ordering plans and specifications for MSA Alpine Drive Reconstruction, Improvement Project #24-11.
On November 14, 2023, the Ramsey City Council adopted Resolution #23-282, accepting and awarding a proposal to American Engineering Testing, Inc. for a stabilized full-depth reclamation mix design for the project.
On January 16, 2024, the Ramsey Public Works Committee considered recommending City Council approval of plans and specifications and authorizing advertisement for bids.
On January 23, 2024, the Ramsey City Council adopted Resolution #24-043, approving plans and specifications and authorizing advertisement for bids. On this same date Resolution #24-030 was adopted, prohibiting parking on Alpine Drive between Armstrong Boulevard and Puma Street, as required for MSA approvals.
Pavement History
Proposed Improvements
This project proposes to reconstruct Alpine Drive between Puma Street and 400 feet west of Armstrong Boulevard (CSAH 83). On the east end this ties into the new pavement section built by Anoka County in 2023 as part of the Armstrong Boulevard and Alpine Drive roundabout project. City trunk watermain was also extended to the west side of Armstrong Boulevard as part of the roundabout project, to avoid future impacts. Watermain exist on the west end of the project area, sanitary sewer also exists near the west end of the proposed project area. The subdivisions on both sides of Alpine Drive are not within the MUSA. Sanitary sewer is not proposed to be extended, however trunk watermain is proposed to be extended between Armstrong Boulevard and Puma Street. This is a critical trunk watermain loop connection as all water west of Armstrong Boulevard, north of 147th Avenue are currently served from one trunk line. This is also identified in the 2040 Comprehensive Plan Water Plan.
During design, the majority of concrete curb and gutter was found to be in good condition, however on the east block of the project all concrete curb and gutter is proposed to be replaced. The watermain construction will be via directional drilling, which will allow for spot concrete curb and gutter replacements on the rest of the project.
Alpine Drive is a Municipal State Aid (MSA) street and must comply with State Aid design requirements. MSA design requires a 10-ton pavement strength design. This is proposed to be achieved using a 5-inch thick stabilized full-depth reclamation (SFDR) under 4-inches of new bituminous pavement.
An existing bituminous trail runs in the boulevard along the north side of Alpine Drive throughout the entire project area. In general, this project does not propose any improvements to the trail, which has existing pedestrian ramps, generally compliant with current ADA requirements. During design Staff found drainage issues at two side streets, Iguana Street and Kangaroo Street. Drainage improvements will require replacing the concrete curb and gutter around the radii to the side streets, and result in three pedestrian ramps being replaced as well.
Stormwater runoff along Alpine Drive is handled by carrying water in the curb and gutter to the adjacent neighborhood streets and associated drainage swales, eventually carrying runoff to existing low areas within drainage and utility easements. No additional improvement to the storm sewer system, such as adding curb inlets, are anticipated.

Permit Approvals
Staff received State Aid approval prior to bid opening, which was required to use Municipal State Aid Funds on the project.
A Minnesota Department of Health Water Extension Permit will be required before completing the trunk watermain extension. Staff has submitted this permit, and is awaiting the approval letter. This permit is required before work begins on the watermain construction and is not tied to bidding the project.
The proposed improvements are designated as City Improvement Project #24-11, MSA Alpine Drive Reconstruction.

Funding for this improvement is proposed to come from Municipal State Aid Funds and Water Utility Funds.
Bids were advertised in the Anoka Union Herald on January 26 and February 2, 2024. On March 20, 2024 a total of seven (7) bids were received, opened and tabulated, and the following bids were found to comply with the advertisement for bids.
The bid of Northwest of Shakopee, Minnesota, in the amount of $1,009,971.93 for the total bid for said improvements in accordance with the approved plans and specifications and advertisement for bids, is the lowest responsible bidder.
Adding indirect costs in the amount of 23-percent, brings the total project costs to $1,242,265.47. The high level 2024 – 2033 CIP estimated total project costs of $1,314,878 for these improvements.
The low bid is 3-percent greater than the engineer’s estimate, primarily due to higher than anticipated bituminous material costs. Bidding was competitive, with all bids being within 7-percent of the low bid.
Funding source breakdown:
Bolton and Menk submitted a proposal for construction staking and as-built survey of the proposed improvements for a total not-to-exceed amount of $15,426.00. The construction staking and as-built survey are included in the indirect project costs.
City Staff proposes to administer and inspect construction. Plans and specifications were prepared in-house as part of Staff’s normal duties.
