Adopt Resolution #24-131 Accepting Bids, Awarding Contract and Authorizing Funding for Improvement Project #24-54, The Waterfront
Purpose/Background:
Background
As part of the city's community park system, a water-centric park known as The Waterfront has been envisioned for more than a decade in Ramsey's downtown. In the Fall of 2023, the mass grading and establishment seeding for the park was completed. At the Park & Commission's regular January 2024 meeting, the Commission recommended, and City Council subsequently approved, preparing plans and specifications and obtaining bids for the trail around the 7 acre pond and associated improvements, which included trees and site furnishings (benches, bike racks and trash receptacles with concrete pads). The following were the preliminary project cost estimates:

The purpose of this case is to award a contract for the construction of the trail and authorize the balance of funding for planting 60 trees and providing concrete pads, benches, trash receptacles and bike racks for the park.

Following authorization to obtain costs for the construction of the trails, trees and furnishings, the aforementioned Ad for Bid and Requests for Quotations were issued—and the following actual costs were determined to complete the park project in the Summer of 2024.
Alternatives
Alternatives include:
1) Not proceeding with park improvements at this time.
2) Proceeding with park improvements as identified.
3) Some other unspecified option.
Additional information will be available at the meeting.

Funding Source:
The funding for Improvement Project #24-54, The Waterfront, would be from the Park Trust Fund, which has a present balance of >$7M.
Recommendation:
On March 14th 2024, the Park & Recreation Commission recommended to City Council up to $430,000 in funding from the Park Trust Fund for the improvements Resolution #24-131 and this case discusses for The Waterfront.
