Adopt Resolution #24-126 Ordering Plans and Specifications for Fox Ridge Estates 1st and 2nd Street Reconstructions, Improvement Project #24-13
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #24-126 ordering plans and specifications for Fox Ridge Estates 1st and 2nd Street Reconstructions, Improvement Project #24-13.
Background:
The 2024 – 2033 Capital Improvement Program (CIP) identifies the streets within the Fox Ridge Estates 1st and 2nd subdivision for street reconstruction in 2025. A street segment summary for this project is attached to this case.
Project History
Project Scope
This project proposes reconstruction of the streets within the Fox Ridge Estates 1st and 2nd subdivision, which is generally located west of Saint Francis Boulevard (TH 47) between 170th Avenue and 174th Avenue. The streets are generally 31 feet wide urban sections including bituminous curbing, totaling 2.16 miles in length. Traffic counts have not been taken, but Staff anticipates typical neighborhood traffic due to the location of the subdivision and lack of destinations which would increase traffic above normal.
Storm sewer runoff is handled by storm sewer inlets and piping, which generally carries stormwater to the existing wetlands in the center of the subdivision. No sanitary sewer or water exist in the project area, and are not proposed as part of this project as this subdivision is located outside of the 2040 MUSA boundary.
The project is proposing to replace the bituminous curbing with concrete curb and gutter. Additionally, storm sewer inlets are proposed to be replaced, as well as the piping which will be updated to concrete. Based on the initial review of the geotechnical report, a small portion of the project will require subsoil corrections, generally less than 25-percent of the project area. This will be explored in more detail during project design.

Staff is proposing to prepare plans and specifications for this project in-house, as part of their normal duties. The following are the proposed general project timelines:
The street improvements proposed with this project is identified in the City’s current 10-year CIP for construction in 2025. It can be funded using a combination of Pavement Management Funds (Bonding / Tax Levy) and Storm Water Utility Funds. Staff proposes to bid and award 2025 projects as close together as practical, which generally allows for a better bidding environment for the City.

- October 10, 2023, Resolution #23-253, the Ramsey City Council accepted proposals for cleaning and televising of storm sewer pipes within the project area.

- Spring 2025 Begin Construction
- Summer 2025 Finish Construction
The street improvements proposed with this project is identified in the City’s current 10-year CIP for construction in 2025.
