Title
Authorization to Hire Public Works Streets Maintenance Workers
Purpose/Background:
The purpose of this case is to request authorization to hire two full-time Streets Maintenance Workers. These positions were reviewed during the 2024 budget discussions and have been accounted for in the 2024 budget. It should be noted that two new employees were needed at this time rather than just one due to an employee transferring from the Streets Division to the Parks Division. All positions in Public Works are now filled.
An internal and external recruitment was conducted and Mr. Jeremy Wicklund and Mr. Andrew Dubbin were selected as the top candidates for the positions. Staff completed the necessary background checks and are recommending that Mr. Wicklund and Mr. Dubbin be hired as full-time Streets Maintenance Workers.
With the City Council's authorization, Jeremy Wicklund and Andrew Dubbin will begin as the City's new full-time Streets Maintenance Workers on or near July 29, and August 1, respectively. As with all City employees recognized by the American Federation of State, County and Municipal Employees (AFSCME) bargaining unit, they will serve a six-month probationary period and will be subject to the City's Personnel Policy and the AFSCME Labor Agreement.
The primary objective of this position is to assist with constructing and maintaining streets, parking lots and related property; performing snow-related activities; general maintenance activities; general labor; vehicle and motorized equipment maintenance; assisting with landscape, grounds care, and forestry/naturalist activities; assistance with preparation of community events; mechanical building maintenance and repair; as well as a wide range of other tasks as required. In addition, Streets Maintenance Workers are required to be a member of the Public Works on-call team and work a rotating on-call schedule 8 weeks per year. This requires employees to be available to respond during evenings, weekends and holidays.

Funding Source:
The funding required for these positions is included in the 2024 budget.
Recommendation:
1) To hire Jeremy Wicklund as a full-time Streets Maintenance Worker, effective on or near July 29, 2024 at $27.184 per hour, which is step 1 of the 2024 wage scale; and
2) To hire Andrew Dubbin as a full-time Streets Maintenance Worker, effective on or near August 5, 2024 at $27.184 per hour, which is step 1 of the 2024 wage scale.
