Adopt Resolution #24-196 Ordering Plans and Specifications for Dickenson’s Mississippi Estate Street Reconstructions, Improvement Project #25-04
Purpose/Background:
Purpose:
The purpose of this case is to order plans and specification and award the engineering design proposal from Bolton & Menk, Inc. for Dickenson’s Mississippi Estate Street Reconstructions, Improvement Project #25-04.
Background:
The 2024 – 2033 Capital Improvement Program (CIP) identifies the streets within the Dickenson’s Mississippi Estate subdivision for street reconstruction in 2025. A street segment summary for this project is attached to this case.
Project Scope
This project proposes to reconstruct Tungsten Street between Riverdale Drive and Rivlyn Avenue, as well as Rivlyn Avenue between the western cul-de-sac and the eastern edge of plat. The streets are 31-foot wide urban section with concrete curb and gutter. Tungsten Street has commercial use on both sides, while Rivlyn Avenue is residential, with single-family homes. Though only marked by signage rather than pavement markings or off-street trail facilities, the streets are part of the Mississippi River Trail Bikeway. The streets total 0.26 miles in length.
Utilities
Sanitary sewer, watermain and storm sewer exist within the project area. The watermain and sanitary sewer were installed in 1990, making it 35 years old when the street reconstruction will occur, and 95 years old by the end of the streets 60-year design life. During the Ramsey Gateway Highway 10 Improvements, it was found that the watermain gate valves were built with mild steel bolts rather than stainless steel as is used today. This has resulted in premature eroding of the valve bolts, which in recent years has caused more than one valve to fall apart when the valves were exercised. It is likely the retainers used for holding watermain bends and fittings together also used mild steel bolts. If not replaced, staff’s concern is that the vibrations which occur to compact base and pavement during construction have the potential to separate already compromised watermain components and cause leaks under the new pavement. Staff recommends replacing all watermain, gate valves and water service lines including curb stops, as part of this project. Staff will televise the sanitary sewer and storm sewer to determine the condition of the pipes and structures, and make a recommendation if any repairs should be included in the project. In addition to televising the mainline sanitary sewer, Staff is recommending offering to televise service lines to look for potential damages or clogs which may have been caused by the recent sanitary sewer backups within this subdivision, associated with the Gateway Highway 10 Improvements.
The CIP includes addressing stormwater runoff from 6140 Highway 10 as part of this project. As part of this project an analysis of stormwater runoff from 6140 Highway 10 will be performed, and improvements to the storm sewer system are proposed to be incorporated into the plans.
Streets
The project is proposing to only perform spot concrete curb and gutter replacements, though if watermain replacement occurs a significant amount of curb and gutter may be replaced. Tungsten Street serves commercial properties and is proposed to be reconstructed to a 10-ton design as is typical for commercial streets. Rivlyn Avenue is a residential street and is proposed to be reconstructed to the standard neighborhood pavement section. This will be further explored during project design, which will include obtaining a geotechnical report of the project area. Requests for proposals for the report have been sent out, and are anticipated to be brought to the August 13, 2024, City Council meeting for approval.
The cul-de-sac at the west end of Rivlyn Avenue is only partially within City-owned right of way. During design options for addressing this will be explored and recommendations will be presented to City Council at a later meeting. Staff will work with the property owners and determine if additional right of way may be purchased, if the length of the cul-de-sac may be shortened, or another solution is appropriate.
Project Timelines
Staff is proposing to not prepare plans and specifications for this project. A proposal from Bolton & Menk, Inc. for engineering design services, including preparing final plans and specifications, is attached to this case.

Bolton & Menk Design Services
Due to the 2025 project design workload as proposed in the 2024 – 2033 CIP, City Staff does not have the capacity to prepare plans and specifications for these improvements in time to bid the project in late winter / early spring and be ready for early season construction. Bolton & Menk has provided a proposal for engineering design services including; coordinating project investigation, topographic survey, project design, preparation of project documentation and final plans, and project bidding. The proposal does not include construction inspection or construction administration. Bolton & Menk prepared the plans and specifications for both the Riverdale Drive reconstruction in 2021 and the Gateway Highway 10 Improvements which are currently under construction, both of which tie into this project, and make them uniquely familiar with the project area and associated design requirements. The proposal total not-to-exceed cost for Improvement Project 25-04 is $68,537, and is included in the 23-percent indirect project costs associated with these improvements.
This project is proposed to be constructed as a stand-alone project. Staff proposes to bid and award 2025 projects as close together as practical, which generally allows for a better bidding environment for the City. This project is necessary, feasible, and cost-effective from an engineering standpoint, and can be constructed as proposed herein.
