Title:
Adopt Resolution #24-220 Accepting Geotechnical Proposals for 2025 Pavement Management Program Projects
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #25-220 accepting geotechnical proposals for 2025 pavement management program projects.
Background:
Geotechnical reports inform Staff of subsoil conditions which is essential when designing the pavement section for the reconstructed streets. Also included are groundwater elevations and support capabilities of the soils for utilities and trenches, as well as associated backfilling recommendations.
On February 20, 2024 the Ramsey Public Works Committee (PWC) considered development and implementation of a Gravel Road Elimination Policy (GREP), including project prioritization and funding program. The discussion included consideration of completing soil borings and geotechnical reports of remaining gravel roads, which could be used to better estimate the cost to upgrade the gravel roads to bituminous. The PWC unanimously supported obtaining the soil borings on the remaining gravel roads. During the case, Staff recommended Public Improvement Revolving Funds as the appropriate funding source for the geotechnical reports. Meeting minutes are attached to this case for reference.
Staff sent request for proposals to six (6) firms, the quotes received are shown below.
Chosen Valley Testing submitted the lowest responsible quote for Improvement Project #25-03 MSA Alpine Drive Reconstruction. Staff recommends accepting the proposal for Improvement Project #25-03 geotechnical report from Chosen Valley Testing.
Chosen Valley is required to complete their work by November 1, 2024, which will allow Staff to complete design work for this proposed improvement in time for late winter bidding.
Independent Testing Technologies submitted the lowest responsible quote for; Improvement Project #25-02 MSA Sunwood Drive Reconstruction, Improvement Project #25-04 Dickenson’s Mississippi Estate Street Reconstructions, Improvement Project #25-05 High Point Street Reconstructions, Improvement Project #25-06 Sorteberg’s Street Reconstructions, and 2024 Gravel Roads. Staff recommends accepting the proposals for Improvement Projects #25-02, #25-04, #25-05, #25-06, and 2024 Gravel Roads geotechnical reports from Independent Testing Technologies.
