Primary Strategic Plan Initiative: {ud_pd4}

Title:

Acknowledge the Addition of a Play Component for Woodland Green Park.

Purpose/Background:

The purpose of this case is to acknowledge a small expansion of the 2024 Playground Replacement Plan—by the addition of a single play component to a neighborhood park.

As part of the on-going Playground Replacement Policy, earlier this year, City Council authorized $200,000 from the Lawful Gambling Fund for the refurbishment of the playground at River's Bend Park, and substantial improvements to the playground site at Alpine Park which included $150,000 in new play equipment. All of the work at both community parks has been completed except for the refurbishment of the kiosk at Alpine Park, which is in progress.  The improved playgrounds have been well-received by the community, with children and their guardians observed playing there almost continuously throughout the days and evenings this Summer.

Time Frame/Observations/Alternatives:

As indicated, the playground improvements at Alpine and River's Bend Park's are substantially complete with the various contractors compenstated for thier work, leaving approximately $4,000 from the total $200,000 appropriation. Following the completion of the playground at Alpine Park, two seperate residents inquired as to when Woodland Green Park would recieve playground improvments—with one specifically requesting consideration of the 'Comet II Spinning Orb' that is now at Alpine. (This play componant is also at North Commons and Elmcrest Park's and are popular, particularly with older children. The feature is depicted within the second attachment.)

The whole of Woodland Green Park's playground is in good condition with equally good play value—except one of the two spring riders there was removed in recent years due to damage.  As it will be a few years before Woodland Green will be the subject of playground replacement and renovation, the Park & Recreation Commission is recommending the replacement of the single spring rider with a new spinning orb.  This is a sensible plan as it will add another play dimension to the park, and will still work well for the playground when the rest of the components would be replaced several years from today.  A new Comet II Spinning Orb can be installed at the park for
$3,671.58.

Funding Source:

Funding would be from the Lawful Gambling Fund, as part of the appropriation authorized by Resolution #24-45.

Recommendation:

At their August regular meeting, the Park & Recreation Commission recommended the addition of a Comet II Spinning Orb for Woodland Green Park, at a not-to-exceed amount of $4,000, from and within the earlier appropriation authorized by Resolution #24-45.

Outcome/Action:

Motion to acknowledge the purchase and installation of a Comet II Spinning Orb for Woodland Green Park, as part of the 2024 Playground Replacement Plan.
