Title:
Adopt Resolution #24-240 Accepting Design Services Proposal and Authorizing Bids or Quotes for Improvement Project #24-14, Ramsey Gateway Mississippi River Outfall Removal.
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #24-240 accepting the Design Services Proposal from Bolton & Menk, Inc. and authorizing bids or quotes for Improvement Project #24-14, Ramsey Gateway Mississippi River Outfall Removal.
Background:
A 21-inch storm sewer outfall conveys stormwater runoff from the Riverdale Drive storm sewer system to the Mississippi River across the private property with PID #34-32-25-14-0029, located south of Riverdale Drive and west of 6528 Riverdale Drive NW. See Figure 1 attached for project location. This storm sewer outfall is not encumbered by easements and was constructed in 1988 as part of City Improvement Project #88-9.
This 21-inch storm sewer outfall was disconnected from the Riverdale Drive storm sewer system in 2023 when a new 42-inch storm sewer outfall was constructed to the east as part of the Ramsey Gateway Highway 10 Improvements project. The new 42-inch storm sewer outfall conveys stormwater runoff from the Riverdale Drive storm sewer system, and from MnDOT's Highway 10/169 storm sewer system, to the Mississippi River.
The Ramsey Gateway plans do not address removal of the disconnected 21-inch outfall pipe and apron. However, removing this outfall during the Ramsey Gateway project would provide several benefits to the City so Anoka County executed the attached right-of-entry agreement to provide for this work during the Ramsey Gateway project, subject to the terms and conditions contained within the agreement between the private property owners and the County of Anoka. This includes the right to enter upon the private property from Riverdale Drive NW, at the location depicted in Exhibit A, to remove the existing storm sewer and outfall and to restore the impacted land per MnDOT specifications and erosion control standards.
City staff applied for the required DNR permit to complete this work but the DNR is awaiting final plans before completing their review and approving the permit.
A LRRWMO permit is not required for this work as impacts will be less than one acre.
At staff’s request, Bolton & Menk submitted the attached professional services proposal in a total not-to-exceed amount of $11,250 to collect topographic survey, research right-of-way and easements, prepare final plans and contract documents, and administer bids or quotes, depending on estimated construction costs. The goal is to complete this work during the 2024 growing season so quotes may be utilized, if lawful.
The attached proposal does not include construction related services. If/when bids or quotes are accepted and a construction contract or proposal is awarded, a separate proposal for construction related services may be presented for approval, but since no construction staking or as-builts are required for this work staff does not anticipate the need for construction related services other than materials testing, which AET will provide per our annual contract.

Funding Source:
The preliminary construction cost estimate is $150,000. This is a high-level estimate that will be refined following completion of the final plans and contract documents.

Recommendation:
Staff recommends adopting Resolution #24-240 accepting the Design Services Proposal from Bolton & Menk, Inc. and authorizing bids or quotes for Improvement Project #24-14, Ramsey Gateway Mississippi River Outfall Removal.
The City is responsible for removing this disconnected outfall and the required right-of-entry agreement has been executed. Completing this work now will save project costs, prevent additional patching of pavement and curb and gutter on Riverdale Drive, and will allow the private property owner to develop their property in the future without the need to coordinate this additional work during the development process.
