Title:
Rental Housing Inspection Program Discussion
Purpose/Background:
Councilmembers Howell and Olson request a discussion regarding the parameters and execution of the rental housing inspections program.
As part of the regular City Council meeting and at the direction of City Council, staff will be introducing Ordinance #24-15, Amending Rental Licensing Requirements. It is being proposed to update the requirements by eliminating the Crime Free Housing Program, discounted phasing plan, and conversion fee. Other changes not associated with the ordinance include amended annual license fees that will be adopted as part of the Fees and Rates Schedule.
Attached is a breakdown of ownership of single family and townhome rentals. According to staff records, 25% of rentals are owned by a single individual, totaling 111 units; 18% are part of a rental townhome community totaling 82 units (owned by ACAP and Seasons), and 57% (255 units) are multiple license owners.
