Adopt Ordinance #24-18 Amending Chapter 58 Utilities Regarding the Declaration of a Critical Water Deficiency

At certain times of drought or other emergencies, like a larger structure fire, water usage restrictions may be applied against properties to ensure sufficient levels of water are available to users.  This ordinance would provide an exemption from the watering bans issued during a water emergency for the purpose of watering food or medicinal garden plants.  This ordinance was introduced on November 12, 2024.  At the time of introduction, the motion included a revision to the first draft of the ordinance to only exempt the watering of food or medicinal garden plants from the odd-even ban and not the afternoon timeframe restriction.
