Title:

Authorization to Fill the HR Specialist Position

Purpose/Background:

The purpose of this case is to hire a new full-time HR Specialist.  This action is needed due to Ms. Sue Hurd, the City's former HR Generalist's retirement and Ms. Nicole Laubach's pending promotion to HR Generalist.

An internal and external recruitment was conducted.  The City held first and second interviews and conducted the necessary pre-employment background checks.   Ms. Anna Green has passed the City’s background process and received a conditional job offer, contingent upon the City Council’s authorization to hire.  Ms. Green possesses extensive public sector experience related to this role.   As a result, Ms. Green’s offer includes placement on the third tier of the vacation accrual schedule, resulting in a per pay period vacation accrual of 6.15 hours. Ms. Green will be subject to a one-year probationary period.

The HR Specialist is a non-union, non-exempt position working under the general direction of the Administrator Services Director to provide important confidential work including, but not limited to:
  • Serve as the main contact for employee benefits
  • Oversee the City’s OSHA training and safety program and schedules
  • Coordinate and track staff training and development 
  • Organize wellness initiatives and engagement activities
  • Monitor employees’ progression through the Career Ladder program
  • Prepare and submit reports such as salary surveys, benefits reporting, EEO-4 and 1095 reporting and OSHA logs
  • Promote the employee assistance program (EAP) and other programs
  • Back-up the Human Resources Generalist
  • Communicate employee satisfaction and retention concerns to the Administrative Services Director
  • Assist with Verifications of employment
  • Maintain personnel files and job descriptions
  • Scan documents to Laserfiche and to payroll 
  • Ensure the intranet is up-to-date with required notices, benefits, policies, contracts and committee materials
  • Assist with or back-up recruitment processes 
  • Provide cost-effective recommendations
  • Support labor negotiations by preparing data and assisting with correspondence 
  • Provide support to the Administrative Services team, including front desk coverage
  • Assist with election-related tasks
  • Complete tasks based on instructions from the Administrative Services Director or designee
  • Perform other related duties as assigned

Funding Source:

The funding required for this action is included within the 2025 budget. 

Recommendation:

To authorize hiring Ms. Anna Green, effective February 19, 2025, at step two of the wage scale, which is $35.057 and to accrue vacation at the third vacation accrual tier, which is 6.15 per pay period.
