Title:
Background:
On December 13, 2011, the City Council agreed to the terms of the Master Cooperation, Funding and Delegation Agreement which included terms for constructing and operating the Ramsey Rail Station.
Observations:
The Master Cooperation, Funding and Delegation Agreement relegated the responsibility of securing the land south of the BNSF right of way for the rail station to the City of Ramsey. Since we already owned this land (old Wilson property)and it was acquired through the RALF program, the City was required to ammend the RALF loan agreement to transfer the rights to this property without any cost implications. On October 11, 2011, the City Council approved such an ammendment to the loan agreement.
Attached to this case is the permanent easement necessary to fully operate the rail station. This easement will be coupled with a right of entry agreement that allow access to the entire parcel for construction and staging. The right of entry agreement is being prepare by the Metropolitan Council and was not available as of the writing of this case. It will be sent to the City Attorney and City Council upon receipt.
