Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #25-079 approving plans and specifications and authorizing advertisement for bids for MSA Alpine Drive Reconstruction, Improvement Project #25-03.
Background:
The proposed 2025 – 2034 Capital Improvement Plan (CIP) identifies Alpine Drive between Sunfish Lake Boulevard (CR 57) and Saint Francis Boulevard (TH 47) for street reconstruction in 2025. A street segment summary for the project is attached to this case.
Project History
Existing Conditions
This project proposes to reconstruct Alpine Drive between Sunfish Lake Boulevard (CR 57) and Saint Francis Boulevard (TH 47). Nowthen Boulevard (CSAH 5) intersects the project, the project will stop at the Anoka County right-of-way on either side.
Alpine Drive between Sunfish Lake Boulevard (CR 57) and Nowthen Boulevard (CSAH 5) is 44-foot-wide urban section with an 8-foot bituminous trail on the north side of the street, and an 8-foot bituminous trail on the south side of the street on the western half of the area. The 2011 Anoka County signal upgrade at Sunfish Lake Boulevard included adding turn lanes for westbound Alpine Drive. The 2014 Anoka County signal upgrade at Nowthen Boulevard included adding turn lanes for eastbound Alpine Drive. The ADT for this segment of Alpine Drive is 2,900.
Alpine Drive between Nowthen Boulevard and Saint Francis Boulevard (TH 47) is a combination of 44-foot-wide urban and rural section with an 8-foot bituminous trail on the south side of the street, and an 8-foot bituminous trail between Krypton Street and TH 47 on the north side of the street. The Anoka County signal upgrade at Nowthen Boulevard from 2024, including turn lanes for westbound Alpine Drive, reconstructed approximately 740 linear feet of Alpine Drive east of Nowthen Boulevard (generally to Krypton Street). The ADT for this segment of Alpine Drive is 2,500. The total project length of Alpine Drive between Sunfish Lake Boulevard and TH 47 is approximately 1.02 miles.
Municipal sewer, watermain, and storm sewer exist within the project area. The sewer was televised to determine the condition of the pipes and structures, no issues were discovered.
Pavement History
Alpine Drive between CR 57 and CSAH 5 was constructed in 1991. Since construction, this segment has received three crack seal / seal coat treatments, the last in 2017. Alpine Drive between CSAH 5 and TH 47 was constructed in 1980 and overlaid in 2002. Since the overlay, this segment received one crack seal / seal coat treatment in 2009.
Review of the geotechnical report found clean soils under the pavement. However, groundwater was found within 3 feet of the pavement for an approximately 750-foot section of Alpine Drive which crosses a wetland west of CSAH 5. Staff have observed pavement rutting in this area, likely caused by the high groundwater.
Proposed Improvements
Due to the high groundwater previously noted, the project includes raising the profile, generally between Sodium Street to 250 feet west of CSAH 5. The profile rise varies, but at a maximum the road will be 20-inches higher than existing. By raising the profile, the bottom of the pavement section will achieve at least 30-inches of separation from groundwater, and address the observed pavement rutting. Associated with raising the profile, the concrete curb and gutter, storm sewer, and adjacent bituminous trail will be replaced in this stretch.
Alpine Drive is an MSA street and must meet MSA 10-ton pavement strength design requirements. Portions of Alpine Drive, approximately 900 lineal feet in total, which were rebuilt as part of the Anoka County traffic signal updates, are proposed to receive a 2-inch mill and overlay. The remaining project is proposed to have a street section of 4.5-inches of new bituminous pavement over 6-inches aggregate base. The aggregate base is proposed to be made of recycled reclamation material. Spot concrete curb and gutter repairs are proposed.
Alternate Bid
Bituminous trails exist throughout the project area. The project includes an alternate bid for reconstruction of the bituminous trail and associated pedestrian ramps. The trails are proposed to be reconstructed with the reclamation rehabilitation process, which will not alter the location of the trails and minimize disturbance.
Replacement of the trail is not included within the Capital Improvement Plan. The majority of the trail should qualify for MSA funding. This will be determined by MnDOT MSA staff during their plan review.
Utilities
Watermain, sanitary sewer and storm sewer exist throughout the project area. The project only includes storm sewer improvements. The project area being raised will require replacement of the storm sewer inlets and piping. Additionally, two corrugated metal pipe culverts are being upgraded to reinforced concrete pipe.
Additional Permitting
Alpine Drive is an MSA street, which requires review and approval by the MnDOT STate Aid office prior to bidding the project. Because the project abuts both Anoka County and MnDOT right-of-way and will require temporary signage within said right-of-ways, permits from the respective organizations will be required.
Plans have been submitted to MnDOT MSA for review, significant comments are not anticipated.

- August 12, 2024, the Ramsey City Council adopted Resolution #24-220, accepting and awarding a proposal to Independent Testing Technologies, Inc. for a geotechnical report of the project area.
- November 12, 2024, the Ramsey City Council adopted Resolution #24-310, accepting and awarding a proposal to Hydro-Klean, LLC for sewer cleaning and televising of the project area.
- November 19, 2024, the Ramsey Public Works Committee recommended City Council order plans and specifications for said improvements.
- November 26, 2024 the Ramsey City Council adopted Resolution #24-339, ordering plans and specifications for MSA Alpine Drive Reconstruction, Improvement Project #25-03.
- December 11, 2024, Ramsey staff held a public open house for said improvements.
- April 15, 2025, the Ramsey Public Works Committee recommended City Council approve plans and specifications and authorize advertisement for bids for said improvements.

Notification:
If Council approves plans and specifications and authorizes advertising for bids, bids will be advertised on Friday, April 25, and again on Friday, May 2, 2025, in the City’s official newspaper, the Anoka Union Herald. Plans are also advertised on the QuestCDN website, which directly notifies contractors interested in bidding these types of projects.
Additionally, letters will be mailed to property owners with updates on the project status. Engineering staff maintains City Improvement webpages with the most current project information. This can be found on the City website, Engineering Department page.

Funding Source:
Funding for this improvement is proposed to come from Municipal State Aid Funds and Storm Water Utility Funds. The alternative bid trail improvements are anticipated to be funded through Municipal State Aid Funds, final funding options are proposed to be presented at the time of project award. The final project costs may change from the estimate depending upon bid prices and actual construction quantities.
*Approximately $250,000 of the estimated Project Total is associated with raising the profile of Alpine Drive due to high groundwater.

Recommendation:
On April 15, 2025 the Ramsey Public Works Committee reviewed said improvements and recommended City Council approve the plans and specifications and authorize advertisement for bids.
