Title:

"Bunker Lake Crossing" - Sketch Plan for 3 Commercial Lots

Purpose/Background:

Capital Real Estate, Inc. has submitted a Sketch Plan for a 3-lot commercial development in the COR. This development is proposed for the northeast corner of Sunwood Drive and Armstrong Boulevard, legally described as Outlot D, Waterfront Village. The Applicant has been working with the City's Economic Development Authority and was selected to submit development plans for the site. Capital Real Estate was selected based on the site design and proposed tenant mix, which will include three quick-service restaurants (QSRs) with drive-through lanes and dine-in lobbies. The Sketch Plan is the first step in the Major Plat review process, and is intended for the Planning Commission to provide high-level feedback so that the Applicant can then go and spend money to prepare the more detailed plans needed for a Preliminary Plat application.

All three lots will be oriented along and addressed off of Armstrong Boulevard. Lot 1, the northernmost lot, will measure approximately 1.45 acres. Lot 2, the middle lot, will measure approximately 1.15 acres. Lot 3, the southernmost lot along Sunwood Drive, will measure approximately 2.23 acres. There will also be an Outlot to retain most of the adjacent wetland. 

All three lots will be accessed by a private road extending from the north side of the roundabout at Sunwood Drive and Ramsey Parkway. There will also be a right-in-only access from northbound Armstrong Boulevard to provide an additional access point for customers. The private road will need to be signed as a "no parking-fire lane". This design has been reviewed by the Fire Department, who is requesting additional hydrants and turning radius exhibits with the Preliminary Plat submittal to ensure a fire truck can safely and adequately access each lot. In addition to vehicular access, each lot will have pedestrian connections to the existing trail along the east side of Armstrong Boulevard. 

The site is currently zoned COR-2b, which is a retail subdistrict. The Applicant is designing all three lots in accordance with COR-2b standards, though variances will be needed for drive-through placement in the front yard of each lot.  Detailed plans for each site will be reviewed in the upcoming months.  The sketch plan phase looks at high-level items.  

Notification:

Notification is not required for this stage. Public Hearing notices will be sent to property owners within 700 feet of the Subject Property once the Preliminary Plat is reviewed and scheduled for a Public Hearing.

All costs associated with this request are the Applicant's responsibility.

Recommendation:

Staff recommends advancing the Sketch Plan to the Preliminary Plat phase with any additional comments from the Planning Commission.

Outcome/Action:

Please provide any design direction for the Applicant.
