Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #25-122 ordering plans and specifications for MSA Sunwood Drive Crosswalk Repairs, Improvement Project #25-08.
Background:
Project Need
Sunwood Drive and Rhinestone Street were constructed in 2004 under Improvement Project 03-29. The project included colored concrete pedestrian crossings at 8 intersections (6 along Sunwood Drive and 2 along Rhinestone Street), which have been especially prone to failure over the years. Over the last several years, public works staff have patched the concrete pavement using bituminous to fill voids in the pavement. Additionally, curb replacement and small panel replacement work has occurred. Though many pavement repairs have been required along this corridor, most damage has occurred within the colored concrete pedestrian crossings. This is an issue because of the trip hazards which are created due to the deterioration of the colored concrete. Additionally, recent and proposed developments along Sunwood Drive are anticipated to increase foot and vehicle traffic in the area.
The proposed 2025 – 2034 CIP proposes to replace the colored concrete pedestrian crossings along Sunwood Drive in 2025. The remaining concrete repairs along Sunwood Drive and Rhinestone Street are still proposed for 2029.
Project History
Existing Conditions
Sunwood Drive between Zeolite Street and Rhinestone Street varies between 40 and 48 feet wide, concrete pavement urban section, with a variation of parking lanes and turn lanes along the corridor. Concrete sidewalk exists throughout the corridor, though the existing sidewalk varies between existing and proposed from block to block. The Average Daily Traffic (ADT) is 4,582 as of 2022, but is anticipated to increase due to development in the COR. Sunwood Drive is a Municipal State Aid (MSA) street and must conform to MSA design standards, including meeting a 10-ton pavement strength design.
Project Scope
This project proposes to remove and replace the colored concrete pedestrian crossings along Sunwood Drive between Zeolite Street and Rhinestone Street. Impacted existing pedestrian ramps will also be replaced as necessary to bring them to current ADA design standards.
The proposed replacements will include removing the colored concrete pavement plus 1-foot to either side. This will both create a clean joint to match into, as well as remove the existing dowel bars. Standard concrete pavement, with clear curing compound will be placed. Staff is researching recommended panel sizing, the current smaller 2’x2’ panel sizes are not recommended to be put back.
Standard 3’ x 10’ pedestrian crosswalk block markings are proposed to be placed at all crossings. This will match the crosswalk markings used throughout the City, matching what drivers expect to see at crossings. This consistency can have an overall safety benefit for pedestrians.
Repairs outside of replacing the colored concrete are not proposed with this project. The CIP includes a concrete repair project in 2029 which will address the remaining concrete patching along Sunwood Drive and Rhinestone Street.
The severe crack across the drive lanes at 7533 Sunwood Drive, approximately 250 feet east of Sapphire Street, is not proposed to be addressed with this project. Due to the timing of this project, public works staff are proposing a separate repair project for the summer of 2025. This repair will include removing the damaged concrete pavement and backfilling with bituminous pavement. With the flexibility of bituminous pavement, the tenting observed over recent years should be temporarily addressed. During the 2029 improvement project, a permanent repair is proposed to be performed.
Additional Permitting
Sunwood Drive is an MSA street, which requires review and approval by the MnDOT MSA department prior to bidding the project. Staff is anticipating 3 to 4 weeks for MSA approval after plans are finalized. No other permits are anticipated.
Project Timelines
City Staff is proposing to prepare plans and specifications for this project in-house, as part of their normal duties. The following are the proposed general project timelines:
If for any reason, plans were not ready for bidding in August to start in early September, they would be available for early winter bidding and early spring 2026 construction.

- September 17, 2024, the Ramsey Public Works Committee recommended City Council order topographic survey of the project area. Additionally, the committee directed staff to bring a future case forward to compare costs of various options for replacement of the colored concrete.
- September 24, 2024, the Ramsey City Council adopted Resolution #24-282 ordering topographic survey of the project area.
- October 22, 2024, the Ramsey City Council adopted Resolution #24-295, accepting and awarding a proposal from Hakanson Anderson for topographic survey of the project area.
- May 20, 2025, the Ramsey Public Works Committee recommended City Council order plans and specifications for said improvements, including replacing the colored concrete with standard concrete pavement and standard crosswalk markings.

Funding Source:
Funding for this work is proposed to come from Municipal State Aid Funds. Estimated project costs including 23-percent indirect costs for these improvements are $530,000.
