Adopt Resolution #25-136 Ordering Plans and Specifications for 2026 MSA Pavement Overlay Improvements, Improvement Project #26-02

Purpose:
The purpose of this case is to adopt Resolution #25-136 ordering plans and specifications for 2026 MSA Pavement Overlay Improvements, Improvement Project #26-02.
 
Background:
The 2025 – 2034 Capital Improvement Plan (CIP) identifies mill and overlay of 173^rd Avenue and 175^th Avenue between Armstrong Boulevard (CSAH 83) and Nowthen Boulevard (CSAH 5) in 2026. A street segment summary for the project is attached to this case.
 
Project History

• On April 22, 2025, the Ramsey City Council adopted Resolution #25-082, accepting and awarding a proposal to Hakanson Anderson for topographic survey and wetland delineation of the project area.
• May 13, 2025, the Ramsey City Council adopted Resolution #25-101, accepting and awarding a proposal to Independent Testing Technologies for a geotechnical report of the project area.
• June 17, 025, the Ramsey Public Works Committee recommended City Council order plans and specifications for said improvements.

 
Project Scope
This project proposes to mill and overlay 173^rd Avenue and 175^th Avenue between Armstrong Boulevard (CSAH 83) and Nowthen Boulevard (CSAH 5). This is a 31-foot wide rural section street, totaling 3.05 miles in total length. The Average Daily Traffic (ADT) is between 800 and 1,200 and the speed limit is 55 mph. 173^rd Avenue and 175^th Avenue are Municipal State Aid (MSA) streets and must conform to MSA design standards, including meeting 10-ton pavement design standards and minimum lane widths. In general improvements are proposed to include a 2-inch mill and overlay, with pavement markings being re-placed in-kind.
 
173^rd Avenue between Puma Street and Iguana Street (approximately 0.48 miles in length) crosses wetland and County Ditch No.51. In the low areas the outside wheel paths have broken up and been filled with additional bituminous. During design, staff will explore options to rehab this stretch of 173^rd Avenue. The existing culvert for County Ditch No.51 is a metal culvert with noted deterioration at the ends. Because the culvert is mostly under water, the complete condition of the pipe can not be evaluated. Staff proposes to work with Anoka County for approvals to replace this culvert with a reinforced concrete pipe. No municipal water or sanitary sewer exists within the project area.
 
Additional Permitting
Permitting requirements for this project will include MnDOT MSA review, ACHD Right-of-Way permits for tie-ins at Armstrong Boulevard and Nowthen Boulevard, ACHD review for the culvert replacement, anticipated Mn DNR and LRRWMO permits for wetland impacts if soil corrections are deemed necessary, and Mn DNR dewatering permit to for the culvert replacement.
 
Project Timelines
City Staff is proposing to prepare plans and specifications for this project in-house, as part of their normal duties. The following are the proposed general project timelines:

Staff proposes to bid projects separately, but to bid and award projects as close together as practical, which generally allows for a better bidding environment for the City.
 

If City Council orders plans and specifications, staff will send project update letters to property owners impacted by these improvements.

Observations:
Estimates are CIP level and will be updated during the design process.

Funding for this improvement is proposed to come from Municipal State Aid Funds and Storm Water Utility Funds.
 
CIP level estimated project costs are $1,290,087 ($1,121,815 MSA Funds, $168,272 Storm Water Utility Funds). This project costs assume 1000 lineal feet of soil correction area.
