Title:
Authorization to promote a Community Service Officer to Police Officer
Purpose/Background:
The purpose of this case is to request the City Council to Promote a Community Service Officer to the position of Police Officer, filling a current Patrol Officer vacancy.
Ms. Abby Spitzer, a current CSO/LEPS (community service officer / law enforcement program student) completed her schooling and is now eligible to become a sworn police officer. Ms. Spitzer met the necessary training and experience threshold and was invited to take part in the City's physical agility fitness testing and interview, followed by the necessary psychological assessment and pre-employment physical and drug screen. At this time, staff is recommending Ms. Spitzer for the position of Police Officer with the City of Ramsey.
With the City Council's authorization, Ms. Spitzer's start date as a new Patrol Officer will be on or near July 28, 2025. As with all new Police Officers, Ms. Spitzer will serve a 1-year probationary period and will be subject to the City's Personnel Policy and the LELS Patrol Labor Agreement.
Note, with approval to promote Ms. Abby Spitzer, there is still one remaining Police Officer vacancy which staff continues to work toward filling. The recruitment process to fill the CSO/LEPS position left vacant due to this promotion is also underway.

Funding Source:
The funding required for this position is included in the 2025 budget.
Recommendation:
To promote Ms. Abby Spitzer to a full-time Police Officer, effective on or near July 28, 2025, at $37.786 per hour, which is step 1 of the 2025 wage scale.
