Title:
Discuss Federal Legislative Consultant Proposals
Background:
This item is to discuss with Council the Federal Legislative consultant proposals, and whether the Council would like to take the time to interview firms, make a selection, or decide not to retain such a consultant for this session of Congress.
Two firms have submitted proposals for consideration.
1) The Tinklenberg Group - This firm has worked with the City over the past several years and has been helpful in making congressional contacts and exploring funding opportunities. While the last several years of efforts on the Rail Station and possible Highway 10 funding did not result in federal funding, many are now aware of the City's desire to secure funding for the Armstrong interchange. Attached is the proposal submitted by the firm. The retainer fee is proposed as a not-to-exceed amount of $65,000 per year (or equivalent to $5,417 per month).
2) Lockridge, Grindal, Nauen, P.L.L.P. - This firm is an established lobbying firm and was recommended by Anoka County as a good compliment to their Washington lobby firm of Brimsek and Butler. Attached is the proposal submitted by the firm. The retainer fee is proposed at $36,000 to $60,000 per year ($3,000 - $5,000 per month).

Recommendation:
Staff recommends consideration of a contract for federal lobbying services at a negotiated amount of no more than $3,000 per month, in order to keep Congressional funding priorities in play for the Armstrong interchange project.
Funding Source:
Funding for these efforts could come from undesignated reserves (e.g., Landfill Trust) or designated from 2012 budget savings if identified.
Council Action:
Based upon discussion.
