Title:
Adopt Resolution #25-207 Approving Additional Geotechnical and Topographic Survey Services for Countryside Estates Street Reconstructions, Improvement Project #26-04
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #25-207 approving additional geotechnical and topographic survey services for Countryside Estates Street Reconstructions, Improvement Project #26-04. These services are necessary to complete design of the street reconstruction project, including the addition of 0.75 miles of streets within the Wildwood Acres subdivision.
Background:
The current 2025 thru 2034 10-Year Capital Improvement Plan (CIP) proposes mill and overlay of 0.75 miles of streets within the Wildwood Acres subdivision in 2026. These streets connect to the Countryside Estates subdivision, which is proposed for street reconstruction in 2026.
After field review, staff determined the streets within the Wildwood Acres subdivision are no longer a candidate for mill and overlay, but appear to be a good candidate for a reclamation improvement. Due to these streets being connected to the Countryside Estates subdivision, staff proposes combining these subdivisions into one project.
Additional geotechnical services, including soil borings is required to inform staff of subsoil conditions, which is essential when designing the pavement section for the reconstructed streets. Staff received a proposal for additional geotechnical services from Independent Testing Technologies, Inc. for a total not-to-exceed amount of $4,930.00.
Additional topographic survey of the proposed streets is required to locate all existing site features and update the existing ground surface, which is used as the base for designing the project. Staff received a proposal for additional topographic survey services from Bolton & Menk, Inc. for a total not-to-exceed amount of $5,464.00.
By approving these additional services, staff will be able to complete plans and specifications for said improvements in time for winter 2025 bidding.

If City Council accepts proposals, staff will mail letters to property owners within the project areas proposed to be included within the additional improvements.

Funding Source:
Funding for this work is proposed to come from Pavement Management Funds. The Independent Testing Technologies, Inc. proposal for additional geotechnical services, and the Bolton & Menk, Inc. proposal for additional topographic survey is attached to this case for reference.
Recommendation:
Staff recommends adopting Resolution #25-207 approving additional geotechnical and topographic survey services for Countryside Estates Street Reconstructions, Improvement Project #26-04.
