Title:

Authorization to Promote a Patrol Officer to Patrol Sergeant

Purpose/Background:

The purpose of this case is to request the City Council to promote a Patrol Officer to the position of Sergeant.  This promotion is one of the final steps necessary in response to the sequential staffing impact created when the former Police Chief retired.  Now that the Police Department has its full complement of sworn officers, this Patrol Officer promotion is needed to satisfy the supervisory needs of the Department.   Mr. Aaron Pipenhagen was one of four internal candidates interviewed for this position.  He was advanced as the finalist to attend a leadership assessment and is now recommended for promotion to Sergeant.

Patrol Sergeants are responsible for supervising licensed police officers and assigned non-sworn personnel in the performance of their duties. Patrol Sergeants conduct patrol duties, serve as the designated shift supervisor, review and approve reports, maintain police records, provide instruction and guidance to department personnel, and coordinate the work of assigned staff. 

 

Funding Source:

The funding required for this promotion is included in 2025 budget.
 

Recommendation:

To promote Patrol Officer Aaron Pipenhagen as the City's next Patrol Sergeant, effective October 18, 2025, at $52.927 per hour based on step 3 of the 2025 wage scale.
