Title:
Approval of Quit Claim Deed for Kaylee and Justin Allen
Purpose/Background:
On September 23, 2025, City Council approved Resolution #25-173 Declaring Surplus Property and Approving the Execution of a Quit Claim Deed to Transfer a Parcel No Longer Needed for Road Purposes. The resolution is attached for your review. The City Attorney has drafted the Quit Claim Deed which will deed the surplus property to the adjacent property owners Kaylee and Justin Allen, located at 15010 Xkimo St NW.
In 2002, the City Council adopted Resolution #02-09, vacating road easements and road right-of-way segments no longer needed because of adjacent development patterns. The City is still the fee owner of one of the parcels lying west of Xkimo St and south of 15010 Xkimo St. The City Attorney determined the City will need to execute a Quit Claim Deed to transfer the property to the owner of 15010 Xkimo St, whose septic system is in on the property, in which the City granted a permit for in 1983.
The execution of the Quit Claim Deed will accomplish two things: the City will no longer be the fee owner (this was the original goal from 2002) and it will correct the issue with the existing septic system on city property.

Funding Source:
The City of Ramsey will be financially responsible for the executed Quit Claim Deed to be filed with Anoka County Property Taxation Department.
Recommendation:
Staff recommends approval of the Quit Claim Deed. Another option couple be to deny it or provide staff with other options.
Outcome/Action:
Motion to approve the Quit Claim Deed that deeds the city-owned surplus property to the adjacent property owner, with the requirement that the City of Ramsey will be financially responsible and will file the executed deed with Anoka County Property and Taxation Department.
