Title:
Adopt Resolution #25-257 Approving a New Curbside Recycling Contract with ACE Solid Waste, Inc.
Purpose/Background:
The City's current curbside recycling contract expires on December 31, 2025. Earlier this year, the City Council directed Staff to seek quotes for curbside recycling service beginning January 1, 2026, through December 31, 2029 (a 4-year contract). Staff issued a Request for Quotes (RFQ) on August 1, 2025, and received quotes for recycling service from two (2) haulers. The City Council reviewed the quotes during the September 23, 2025, Work Session and directed Staff to negotiate a new curbside recycling contract with ACE Solid Waste, Inc.
Time Frame/Observations/Alternatives:
Per the direction of City Council, the duration of the new curbside recycling contract is four (4) years. The contract, which is attached to this case, provides for the same level of service in effect today (every other week) with the same 'collection zones' that are currently used. The new contract also includes an optional subscription service for curbside organics recycling. There would be an additional monthly fee for those households that sign up for the curbside organics recycling service, which is outlined below. Households would contact ACE Solid Waste directly to sign up for the curbside organics recycling service and ACE would bill them directly for this service. The additional option for curbside recycling of organics will hopefully increase the amount of material getting recycled.
The City Attorney has reviewed and approved the new curbside recycling contract from a legal perspective.

The City Attorney has reviewed and approved the new curbside recycling contract from a legal perspective.
Funding Source:
The City's recycling program is funded through the Select Committee on Recycling and the Environment (SCORE).
Recommendation:
Staff recommends approving the new curbside recycling contract with ACE Solid Waste, Inc.
