Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #26-091 approving plans and specifications and authorizing advertisement for bids for 2026 Neighborhood Pavement Overlay Improvements, Improvement Project #26-08.
Background:
The 2026 – 2035 Capital Improvement Plan (CIP) identifies mill and overlay of five (5) subdivisions within the City. A street segment summary for the project is attached to this case.
Project History
Project Scope
This project proposes to mill and overlay four (4) subdivision within the City.
Because of its proximity and small size, Riverside West (Ebony Street) is proposed to be added to the Riverside West street reconstruction project (137th Avenue and Dolomite Street).
The updated project totals 1.39 miles in length, and is split between urban and rural sections. The project is not proposing any repairs to watermain or sanitary sewer, minor storm sewer structure repairs typically consisting of re-grouting catch basins is proposed. Additionally, any pedestrian ramps will be brought up to current ADA compliance. The project includes ten (10) ADA pedestrian ramp improvements.
Based on GPR data and as-built information a 2-inch mill and overlay are proposed on all streets; Evergreen Point Townhomes will require a 1-inch mill with 2-inch overlay.
Alpine Woods
The original construction of Uranium Street included a temporary bituminous turnaround above the curb line, mimicking a cul-de-sac turnaround. This was to set up potential extension of Uranium Street to the north. A house was constructed between 2011 and 2014 immediately north of the Uranium Street right of way, make future extension of Uranium Street not practical. This project includes moving the curb line to the edge of the cul-de-sac, converting this from a temporary improvement to a permanent one. This will improve public works staff’s ability to maintain this cul-de-sac, including making snow plowing less difficult.

- April 22, 2025, the Ramsey City Council adopted Resolution #25-082, accepting and awarding a proposal to Hakanson Anderson for topographic survey and wetland delineation of the project area.
- May 13, 2025, the Ramsey City Council adopted Resolution #25-101, accepting and awarding a proposal to Independent Testing Technologies for a geotechnical report of the project area.
- June 17, 025, the Ramsey Public Works Committee recommended City Council order plans and specifications for said improvements.
- June 24, 2025, the Ramsey City Council adopted Resolution #25-125, ordering plans and specifications for said improvements
- December 16, 2025, the Ramsey Public Works Committee recommended City Council order request for proposals for said improvements.
- January 13, 2026, the Ramsey City Council adopted Resolution #26-011, ordering request for proposals for engineering design services for said improvements.
- February 10, 2026, the Ramsey City Council adopted Resolution#26-039, accepting a proposal from Bolton & Menk, Inc. to prepare final plans and specifications for said improvements.

Notification:
If Council approves plans and specifications and authorizes advertising for bids, bids will be advertised on Friday, April 17, and again on Friday, April 24, 2026, in the City’s official newspaper, the Anoka Union Herald. Plans are also advertised on the QuestCDN website, which directly notifies contractors interested in bidding these types of projects.
Additionally, letters will be mailed to property owners with updates on the project status. Engineering staff maintains City Improvement webpages with the most current project information. This can be found on the city website, Engineering Department page.

Funding Source:
Funding for this improvement is proposed to come from Pavement Management Funds and Storm Water Utility Funds. Estimated costs below include 14-percent indirect costs. The final project costs may change from the estimate depending upon bid prices and actual construction quantities. Below is Bolton & Menk’s Engineer’s Estimate based upon final plans.
The CIP Level Estimate was $488,697 ($465,426 PM Funds / $23,271 Storm Sewer Funds).
