Title:

Request for Preliminary Plat Approval of COR ONE;
Case of the City of Ramsey Housing and Redevelopment Authority

Background:

The City of Ramsey Housing and Redevelopment Authority (HRA) has applied for a major plat to re-plat RAMSEY TOWN CENTER FIFTH ADDITION on an approximately 14.5 acre block of The COR.

Notification:

Properties within 700 feet were notified of the Public Hearing held on November 4th via Standard US Mail.  Said Public Hearing was properly notified in the Anoka County Union.

Observations:

The project includes a major subdivision to create five (5) buildable lots and one (1) Outlot. Two (2) of the lots are for the Ramsey Municipal Center and Municipal Parking Ramp. The remaining (3) proposed lots are for future development, including apartments and suite-style assisted living. The property is zoned TC-1, a sub-district consisting of a mix of residential, retail, service, professional, community service, recreational and similar uses on every block near, and within easy walking distance of the rail station.
 
 
It appears that all proposed lots conform to City Code bulk requirements, including minimum lot size, width, and depth. At this stage, the City has not received a site plan and cannot review standards such as parking requirements, FAR, density, etc. These standards will be reviewed as part of the remaining plat and site plan review.
 
The COR encourages shared and structured parking to maximize building coverages and maximize density, especially in the TC-1 sub-district. The TC-1 district regulations require two (2) to five (5) story buildings. The TC-1 Sub-District setback from street is 0-5 feet. According to City Code, at least 60% of the proposed building must be within the maximum setback. Parking will also be reviewed as part of site plan review.
 
The site will derive public access from Sunwood and Civic Center Drives. All accesses shall be shared access where feasible and encumbered by shared access easements. The City reserves the right to amend any full access to a right-in, right-out movement as traffic patterns or public safety warrant.
 
Landscape and Civil Engineering plans will be reviewed with the Preliminary and Final Plat review, as well as the Preliminary and Final Site Plan Review.

Recommendation:

With only one minor modification to the configuration of lot lines from the initial Sketch Plan, the proposed Preliminary Plat appears to be in substantial compliance with the Sketch Plan, and thus Staff would recommend approval of the Preliminary Plan, contingent upon compliance with the Staff Review Letter dated October 28, 2010, revised November 17, 2010.

Council Action:

Motion to approve/deny the Preliminary Plat, contingent upon compliance with the Staff Review Letter dated October 28, 2010, revised November 17, 2010 and approval of the site plans of Residence at The COR and Suite Living at The COR.

Funding:

All costs associated with reviewing the application are the responsibility of the Applicant. Since the City's HRA is the Applicant for this application, review of the plat is being handled as part of regular staff duties.
