Title:
Adopt Resolution #26-138 Accepting CenterPoint Energy Community Safety Grant for Police Department Indoor Drone
Purpose/Background:
The Ramsey Police Department continues to evaluate equipment and technology that can improve officer safety, increase operational efficiency, and enhance public safety services to the community.
On April 9, 2026, the Ramsey Police Department submitted an application to the CenterPoint Energy Community Safety Grant Program for funding to purchase an indoor tactical drone system. The proposed project, titled “Indoor Drone Enhancing Officer and Community Safety,” would expand the department’s existing drone program and provide officers with a safer way to assess certain high-risk situations before making physical contact.
The indoor drone would allow officers to remotely assess interior spaces such as homes and businesses when circumstances indicate a safety concern. It could also be used outside to approach occupied vehicles, allowing officers to gather information, observe conditions, and communicate with occupants from a safer distance.
This equipment would improve both officer and public safety by reducing unnecessary risk during critical incidents and creating more opportunities for calm communication and de-escalation. In situations involving a person in a mental health crisis, the drone may help officers make contact more safely, better understand the circumstances, and reduce the likelihood of a sudden or confrontational encounter.
On May 29, 2026, the Police Department received a voicemail notification that the City of Ramsey would be receiving the CenterPoint Energy Community Safety Grant. On June 2, 2026, the Police Department received an email from CenterPoint Energy confirming that the City’s grant application had been approved for funding for the Community Safety project submitted by the City.
The equipment will be deployed through the department’s existing drone program and used in accordance with Minnesota law, department policy, and applicable training requirements.

Time Frame/Observations/Alternatives:
The Police Department’s goal is to purchase the indoor drone system following acceptance of the grant and begin training staff on its proper use. Once training is completed, the equipment would be available for appropriate police response, training, and public safety operations.
