Title:
Adopt Resolution #26-140 Accepting Proposal for Andrie Street and 164th Lane Pavement Evaluation
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #26-140 accepting the proposal for Andrie Street and 164th Lane Pavement Evaluation from American Engineering Testing for the lump sum total of $10,700.00.
Background:
Andrie Street and 164th Lane was reconstructed in 2016 with a 10-ton pavement strength design consisting of 3.5-inches bituminous over 6.0-inches aggregate base. The project was reconstructed, inspected, and tested following MnDOT specifications and MSA design standards.
Since reconstruction, these streets received a crack seal treatment in 2019 and 2023. Additionally, an application of rejuvenator was applied in 2022.
In the spring of 2026 staff noted longitudinal and fine alligator cracking in the wheel paths along the majority of this corridor. This type of cracking is not anticipated in a pavement of this age and reconstructed to these design standards. Because the street was crack sealed in 2023, staff can verify the majority of cracking has occurred within the last 2 – 3 years. Staff reviewed the streets constructed or reconstructed at a similar time as Andrie Street and 164th Lane, and did not find similar cracking.
Staff contacted American Engineering Testing (AET), the City’s current geotechnical and construction testing services firm, to provide a proposal for forensic evaluation of the pavement to understand possible causes of the distresses and provide recommendations for potential repair solutions. AET’s approach will be as non-destructive as practical, using a combination of Ground Penetrating Radar (GPR), field exploration including 5 or 6 pavement cores, soil laboratory testing, and asphalt laboratory testing. The proposal is attached to this case for reference.
This proposal and AET’s recommendations will assist city staff in determining the next proper maintenance or construction activity for Andrie Street and 164th Lane. Staff will update this project in the next CIP accordingly.

The field work will cause little to no delays, and be performed under traffic, so notifications are not required.

Funding Source:
Funding for this work is proposed to come from Municipal State Aid Funds.
Recommendation:
During the April 21, 2026 Public Works Committee meeting this item was discussed. The committee supported staff obtaining a proposal to perform pavement evaluation of Andrie Street and 164th Lane.
