Title:
Consider Application for Reissuance of NPDES Phase II Permit
Background:
The United States Environmental Protection Agency (EPA) developed the requirements for the National Pollutant Discharge Elimination System Phase II program. The Minnesota program is administered by the Minnesota Pollution Control Agency (MPCA). The City of Ramsey applied for and recieved coverage under the Minnesota permit in 2003. The Minnesota permit was reissued in 2006 after the MPCA resolved court challenges to the original permit. The EPA requires that the permit be reissued every 5 years. The MPCA will be reissuing the permit in May 2011. State law requires submittal of the application for coverage 180 days before the permit is issued.
The City of Ramsey has developed a Storm Water Pollution Prevention Program (SWPPP) and adopted ordinances supporting the SWPPP. The new permit will continue to use the SWPPP and ordinances to enhance storm water quality in the City.
Recommendation:
Staff recommends authorizing Application for Reissuance of the National Pollution Discharge Elimination System Phase II permit.
Council Action:
Motion to approve Resolution 10-11-xxx authorizing Application for Reissuance of the National Pollution Discharge Elimination System Phase II Permit.

The required $400 permit fee will come from the Stormwater Utility Fund.
