Case 1: Consider Selection of a Chairperson and Alternate Chairperson for the Personnel Committee

Case 3: Consider a Resolution Approving the 2011 Health Insurance Contributions and Wages with AFSCME as it Relates to the 2010 / 2011 Labor Agreement
Case 4: Consider a Resolution Approving the 2011 City Health Insurance Contribution for Non-union Employees - a Revised Case
Background:
Case 1:
The case was presented stating that because this is the first Personnel Committee meeting of 2011 the committee shall appoint a Chairperson and alternate Chairperson to serve on the Personnel Committee.
Case 2:
The case was presented stating that the Fire Department Paid on Call Officer’s Group is made up of 2 Assistant Fire Chiefs, 2 Captains, 5 Lieutenants and 1 Training Officer. Approximately half of the positions are up for new terms. The Fire Chief consulted with the City Administrator and they are in agreement with the selections. More detail can be found on the attached documents, case 4.2.
Case 3:
The case was presented explaining that on Wednesday, December 29, 2010, City staff and AFSCME reached a tentative agreement for the city’s contribution toward health insurance and wages for 2011. The agreement was for a zero percent increase to wages and that the employer and employee will split the health insurance premium increase evenly with the least expensive single plan paid 100% by the employer.
Case 4:
The case was presented stating that the non-union health insurance contributions were authorized by the City Council on December 14, 2010 while the city was in the process of negotiations with the unions. The AFSCME group, pending City Council approval, has tentatively agreed to the contribution amounts listed in the enclosed chart To provide for a consistent contribution to health insurance amongst all employees groups, it is recommended that the same contribution be established for non-union employees to maintain that consistency.
Recommendation:
Case 1:
Motioned that the City Council selects Councilmember Jeffrey as Chairperson and Councilmember McGlone as the alternate Chairperson to serve the on Personnel Committee in 2011.
Case2:
Motioned to recommend that the City Council approve the Fire Officer Selections as presented in case 4.2.
Case 3:
Motioned that the City Council adopts resolution # 11-01-XXX approving 2011 health insurance contributions and wages for the City’s labor agreement with AFSCME.
Case 4:
Motioned to recommend that the City Council adopt resolution 11-01-XXX approving the revised health insurance contributions for non-union employees. If approved, the monthly health insurance contributions will be effective retroactively to January 1, 2011.
Council Action:
Case 1:
Make a motion to confirm the recommendation of the Personnel Committee to select a Councilmember Jeffrey as Chairperson and Councilmember McGlone as alternate Chairperson to serve on the Personnel Committee.
Case2:
Make a motion to confirm the recommendation of the Personnel Committee to approve the Fire Officer selections for 2011/2012.
Case 3:
Make a motion to confirm the recommendation of the Personnel Committee to approve 2011 health insurance contributions and wages for the City’s labor agreement with AFSCME.
Case 4:
