Background:
Earlier this year, staff had the privilege of participating in the CPM (Center for Performance Maesurement) 101 Program through the International City/County Managers Association (ICMA). The program is tailored to local governments seeking an introductory approach to comparative performance measurements.
The 14 key service areas include: Code enforcement, facilities management, fire/EMS, fleet management, highways/road maintenance, human resources, IT, libraries, parks and recreation, permitting, police, procurement, risk management and solid waste. Data was gathered from each department within the City of Ramsey and submitted to the ICMA prior to the deadline of March 15, 2012.
The benefits of the CPM 101 are to monitor organizational performance from year to year, compare with peers, make evidence based decisions, identify efficiencies and cost-sharing opportunities and demonstrate (and celebrate) high performance.
Staff has now received the final data set and narrative report and wants to get the raw information to the Council for initial thoughts and discussion. Staff believes that this information would be a valuable addition to strategic planning and budgeting for the City.
