Adopt Updated MUNICIPAL CENTER FACILITY USE & RENTAL POLICY
Background:
The Municipal Center Facility Use and Rental Policy establishes rules, regulations, definitions and a fee schedule that guide the use of available conference rooms located within the Ramsey Municipal Center.
The Municipal Center contains five (5) conference rooms available for use by the public or outside organizations. Available rooms include: Alexander Ramsey, Lake Itasca, Mississippi River, Rum River and Trott Brook.
The purpose of this case is to update the facility use policy.

Observations:
(1) Update fee schedule
Staff has received feedback that fees for home owners associations (HOAs) to use smaller rooms are too high ($20 today). Some HOA's meet in small groups each month. In an attempt to compromise with customers, Staff recommends reducing the "general public--resident" (i.e. HOA) rate to $15 for smaller rooms.
Additionally, staff would like to make the fee structure relationship between "for profit-residents" and "general public-residents" consistent.
(2) Address Homeowners Associations
Previously, determining the user status of homeowners associations was not addressed in the facility use policy. Therefore, users were not treated the same on a consistent basis.. Recently, an issue has risen to the surface regarding the fee structure used for Homeowners Associations (HOA). Some HOA's were being charged business rates and some HOA's were being charged nonprofit rates.
Business Rates: $100,60,30
Non-Profit Rates: $5,5,5
Staff is recommending a compromise; and to assign all HOAs to the "general public--resident" fee structure.
General Public/Resident (HOA): $50,30,15
It it Staff's opinion, the changes proposed in the attached policy, and outlined above, do not effect/reduce projected revenues for room rentals enough to warrant concern and further analysis. The proposed changes are an effort to compromise with customers and to be equitable.
