Title:

Adopt Resolution #13-04-070 Supporting Legislation Authorizing the Establishment of Municipal Street Improvement Districts

Background:

The League of Minnesota Cities is asking cities to pass a resolution or write a letter to show support for street improvement district legislation.  This is a League initiative that would allow cities to create street improvement districts has advanced through several committees and remains viable as the Legislature prepares for the post-break home stretch.  In an effort to demonstrate the broad city support that exists for this initiative, the League is seeking resolutions of support in an effort to demonstrate the broad city support that exists for this imitative, the League is seeking resolutions of support from city councils.  Support from the cities is critical to securing key votes from legislators who may not be familiar with this street improvement district initiative,. 

This item has ranked high on the City of Ramsey's legislative agenda over the last several years as we have struggled to identify options for road maintenance and reconstruction efforts.  This legislation would provide another financing tool, but would be optional for each City to adopt or not.

What the bill does:
this bill would allow cities to collect fees from property owners within a district to fund municipal street maintenance, construction, reconstruction, and facility upgrades.  If enacted, this legislation would provide cities with an additional tool to build and maintain city streets.

If Council is in support of this resolution, following its adoption, staff will send copies to our legislators.
