Title:
Consider Resolution declaring a Vacancy in the elected office of Councilmember for Ward One.
Background:
City Council member David W. Elvig has filed a written notice of resignation from his position as Ward One Councilmember with the City Clerk . The date of the written resignation is April 23, 2013. By City Charter requirement, the City Council must declare a vacancy on the Council and schedule a Special Election.

Observations/Alternatives:
The Charter requires the City Council to declare by resolution a vacancy in the resigning councilmember's office and schedule a special election to select a successor within 90 days of the date the Council adopts the vacancy resolution. There are no alternatives to adoption of the vacancy resolution as this is a mandatory Charter requirement.
Recommendation:
Staff recommends adoption of the attached resolution declaring a vacancy in the elected office of the Ward One Councilmember and directing that a Special Election be scheduled to select a successor to fill the vacancy.

Motion to adopt Resolution #13-05-____ which is a resolution declaring that a vacancy exists in office of Councilmember for Ward One and directing that a Special Election be held to select a successor to fill the vacancy.
